Between 1850 and 1906, La Crosse, Wisconsin, was typical of Mississippi River towns that received waves of Black settlers who followed the promise of an expanding frontier and available paths to that frontier. Although the passing of the Northwest Ordinance in 1787 banned African American slavery in the Upper Mississippi River Valley, making the new territory officially "free," slavery in fact persisted in the region through the end of the Civil War. Slaves accompanied presidential appointees serving as soldiers or federal officials in the Upper Mississippi, worked in federally supported mines, and openly accompanied southern travelers. Entrepreneurs from the East Coast started pro-slavery riverfront communities in Illinois, Wisconsin, Iowa, and Minnesota to woo vacationing slaveholders. Hundreds of African American soldiers and regimental employees represented Wisconsin in the Civil War, and many of them lived in the state either before or after the conflict. And yet, if these individuals are mentioned at all in histories of the state, it is with a sentence or two about their small numbers, or the belief that they all were from slaveholding states and served as substitutes for Wisconsin draftees. Relative to the total number of Badgers who served in the Civil War, African Americans soldiers were few, but they constituted a significant number in at least five regiments of the United States Colored Infantry and several other companies. More than one hundred years before Barack Obama, George Edwin Taylor made presidential history. Born in the antebellum South to a slave and a freed woman, Taylor became the first African American ticketed as a political party’s nominee for president of the United States, running against Theodore Roosevelt in 1904. Orphaned as a child at the peak of the Civil War, Taylor spent several years homeless before boarding a Mississippi riverboat that dropped him in La Crosse, Wisconsin. Taken in by an African American farm family, Taylor attended a private school and eventually rose to prominence as the owner/editor of a labor newspaper and as a vocal leader in Wisconsin’s People’s Party. At a time when many African Americans felt allegiance to the Republican Party for its support of abolition, Taylor’s sympathy with the labor cause drew him first to the national Democratic Party and then to an African American party, the newly formed National Liberty Party, which in 1904 named him its presidential candidate. Bruce L.
