Abstract: The Black Sea region lies at the crossroads of major oil and gas export streams to the Mediterranean and Western Europe. Energy projects in the Caspian states depend vitally on the possibility of moving oil and gas out of the region. The Black Sea and its riparian states form a vital transit route. This is the first study of the Black Sea region as a whole, its energy needs and how future oil and gas transport in the region could develop. The Black Sea Energy Survey complements the previous IEA study on Caspian Oil and Gas. It reviews the energy policies and sectors of seven countries with diverse energy situations. Azerbaijan is a major oil producer and exporter, Armenia and Georgia are energy-poor, Bulgaria and Romania are EU accession candidates which must restructure their domestic oil and coal industries, while Greece and Turkey are IEA Member states. This study covers energy strategies, institutions and restructuring, as well as recent and projected energy trends in these countries. The book analyses the reforms that are still needed to attract significant investment, both into domestic energy projects and regional energy trade.

NATO Advanced Research Workshop “The Black Sea: Strategy for Addressing its Energy Resource Development and Hydrogen Energy Problems” was held in order to evaluate the Black Sea Region’s environment, discuss the ways and means of protecting it, and to evaluate the methods of production of the energy carrier, hydrogen. Papers presented at the workshop, proposed various methods of hydrogen production from the hydrogen sulfide, from marine macro algae and other bacteria, storage and utilization of hydrogen, oil spills and pollutants in the Black Sea, degradation of the sea and the land around the region, and ways and means of protecting the environment. The workshop participants unanimously expressed the need to establish close cooperation amongst the Region’s countries regarding the development of its energy resources, and at the same time protecting its environment. These recommendations have been put together in the Batumi Manifesto. This book entitled “Black Sea Energy Resource Development and Hydrogen Energy Problems” puts together the papers presented at the workshop, starting with the Batumi Manifesto. This valuable volume should be in the libraries of all the scientists, engineers, environmentalists, economists and decision makers involved in the development of the Black Sea Region and in the introduction of clean and abundant Hydrogen Energy.

Jens HETLAND & Teimuraz GOCHITASHVILI In contrast to oil, natural gas is usually routed through pipeline systems stretched from the wellhead to the end-user – although liquefied natural gas (LNG) is gaining increased interest; the commercialisation of natural gas fields is inherently linked to rigid transportation systems that require huge investments in tangible assets fixed to specific locations; the supply of natural gas is constrained by the transportation system, and requires access to appropriate infrastructure for transport and distribution; the trading of natural gas is traditionally associated with long-term contracts, albeit the duration per se of gas transport contracts appears to be less important after the deregulation of the energy markets. As diversification is strategically important to modern societies, the security of energy supplies becomes an inherent issue. In order to avoid situations of shortage, and to keep the price level stable, industrial nations are paying attention to the security of energy supplies. In brief terms this means that having more than one supplier of natural gas and more than one transport route would be strategically important. This also affects political issues and international law and regulations, economics, science and technology. The purpose of this book is to address opportunities extended from science and research pertaining to the exploitation and international trading of natural gas that involves transit countries.
