Taking as its starting point the establishment, in the late 18th century, of philanthropic institutions for the blind, this book traces the development and conduct of voluntary charities for the visually impaired to the first decades of the 20th century. As well as examining the policies and administration of charitable bodies, it also considers external influences - intellectual, social and economic - which shaped their character and practice. Through this detailed study of a single class of disabled person, a considerable contribution is made to the wider literature on the 'mixed economy of welfare' and the history of charity generally. The proper place of the disabled in their society was an issue under discussion throughout the period covered by this book; and it was a question that always aroused uncertainties and disagreements. A systematic historical study of attitudes towards the blind reveals much about the experience of physical disability and society's shifting responses to it.

Excerpt from Training of the Blind: Report of Special Committee of the Charity Organisation Society; Presented to the Council February 21, 1876 Previous, however, to any discussion taking place, it was determined to obtain data upon which to base resolutions, d the succeeding facts, among others, were ascertained. In the census returns, 1871, the Blind in the Metropolis were stated to be in number, of whom 292 (155 males and 137 females) were under the age of 15; 991 (532 males and 459 females) were over 15 and under 50; and (659 males and 948 females) were above 50. Of these only 1 in 12 was returned as born blind. By the courtesy of the Local Government Board the Committee have been furnished with statistics which show that in J uly 1875, 493 blind persons were inmates of Metro politan Poor-law institutions. Of these 6 were under 16 years of age; 41 were over 16 and under 40; and 446 were over 40. It is believed that, at present, about 70 per cent. Of the Blind are, through age, bodily infirmity, and other causes, incapable of work. It may, therefore, be roughly calculated that there are in London between 800 and 900 blind adults capable of employment, a large proportion of whom may require some form of industrial assistance, exclusive of nearly 300 blind children, the greater number of whom are of an age and capacity to receive education. This book traces the development of paid work for visually impaired people in the UK from the 18th century to the present day. It gives a voice to visually impaired people to talk about their working lives and documents the history of employment from their experience, an approach which is severely lacking in the current literature about visual impairment and employment. By analysing fifty in-depth face-to-face interviews with visually impaired people talking about their working lives (featuring those who have worked in traditional jobs such as telephony, physiotherapy and piano tuning, to those who have pursued more unusual occupations and professions), and grouping them according to occupation and framed by documentary, historical research, these stories can be situated in their broader political, economic, ideological and cultural contexts. The themes that emerge will help to inform present day policy and practice within a context of high unemployment amongst visually impaired people of working age. It is part of a growing literature which gives voice to disabled people about their own lives and which adds to the growing academic discipline of disability studies and the empowerment of disabled people.

Colonising Disability explores the construction and treatment of disability across Britain and its empire from the nineteenth to the early twentieth century. Drawing on a wide range of sources, Esme Cleall explores how disability increasingly became associated with 'difference' and argues that it did so through intersecting with other categories of otherness such as race. Philanthropic, legal, literary, religious, medical, educational, eugenistic and parliamentary texts are examined to unpick representations of disability that, overtime, became pervasive with significant ramifications for disabled people. Cleall also uses multiple examples to show how disabled people navigated a wide range of experiences from 'freak shows' in Britain, to missions in India, to immigration systems in Australia, including exploring how they mobilised to resist discrimination and constitute their own identities. By assessing the intersection between disability and race, Dr Cleall opens up questions about 'normalcy' and the making of the imperial self.
