How individuals and the government are changing life in China's polluted cities Over the past thirty years, even as China's economy has grown by leaps and bounds, the environmental quality of its urban centers has precipitously declined due to heavy industrial output and coal consumption. The country is currently the world's largest greenhouse-gas emitter and several of the most polluted cities in the world are in China. Yet, millions of people continue moving to its cities seeking opportunities. Blue Skies over Beijing investigates the ways that China's urban development impacts local and global environmental challenges. Focusing on day-to-day choices made by the nation's citizens, families, and government, Matthew Kahn and Siqi Zheng examine how Chinese urbanites are increasingly demanding cleaner living conditions and consider where China might be headed in terms of sustainable urban growth. Kahn and Zheng delve into life in China's cities from the personal perspectives of the rich, middle class, and poor, and how they cope with the stresses of pollution. Urban parents in China have a strong desire to protect their children from environmental risk, and calls for a better quality of life from the rising middle class places pressure on government officials to support greener policies. How policies aimed at addressing climate change, air pollution, and energy use can be effectively integrated. The idea of the interconnectedness of nature is at the heart of environmental science. By contrast, American policy making and governance are characterized by fragmentation. Separation of powers, divergent ideologies, and geographical separation all work against a unified environmental policy. Nowhere does this mismatch between problem and solution pose a greater challenge than in climate change policy, which has implications for energy use, air quality, and such related areas as agriculture and land use. This book stresses the importance of environmental policy integration at all levels of government. It shows that effectively integrated climate, energy, and air pollution policy would ensure that tradeoffs are clear, that policies are designed to maximize and coordinate beneficial effects, and that implementation takes into account the wide range of related issues. The authors focus on four major climate-change policy issues: burning coal to generate electricity, increasing the efficiency and use of alternative energy, reducing emissions from transportation, and understanding agriculture's role in both generating and sequestering greenhouse gases. Going beyond specific policy concerns, the book provides a framework, based on the idea of policy integration, for assessing future climate-change policy choices.

While economic and social indicators in many Middle East and North Africa (MENA) countries have improved over the past three decades, the region’s blue natural assets—clean air, healthy seas, and coastlines—have degraded virtually everywhere. Air pollution levels in the region’s cities are among the highest in the world. Per capita marine plastic pollution is among the highest in the world; coastal erosion rates are the second fastest in the world. These combined challenges threaten local communities, livelihoods, and economies. In fact, the economic cost of MENA’s deteriorating skies and seas is estimated at more than 3 percent of GDP per year. Blue Skies, Blue Seas: Air Pollution, Marine Plastics, and Coastal Erosion in the Middle East and North Africa reviews integrated solutions that the authors identify as the “four I’s†?: • Inform stakeholders about the sources of these challenges. • Provide incentives that improve environmental outcomes for the public and the private sector. • Strengthen institutions to lower air and plastic pollution and to mitigate uncontrolled development and erosion of coastlines. • Invest in abatement options and promote sustainable solutions. A decade of climate change negotiations almost ended in failure because of the different policy approaches of the industrialized states. Japan, Germany, and the United States exemplify the deep divisions that exist among states in their approaches to environmental protection. Germany is following what could be called the green social welfare state approach to environmental protection, which is increasingly guided by what is known as the precautionary principle. In contrast, the US is increasingly leaning away from the use of environmental regulations, towards the use of market-based mechanisms to control pollution and cost-benefit analysis to determine when environmental protection should take precedence over economic activities. Internal political divisions mean that Japan sits uneasily between these two approaches. Miranda A. Schreurs uses a variety of case studies to explore why these different policy approaches emerged and what their implications are, examining the differing ideas, actors, and institutions in each state.
