Just as World War II transformed the United States into a global military and economic superpower, so too did it forge the gun country America is today. After 1945, war-ravaged European nations possessed large surpluses of mass-produced weapons, and American entrepreneurs seized the opportunity to buy used munitions for pennies on the dollar and resell them stateside. A booming consumer market made cheap guns accessible to millions of Americans, and rates of gun ownership and violence began to climb. Andrew C. McKevitt tells the history of this gun boom through the dynamics of consumer capitalism and Cold War ideology, the combination of which resulted in a vast number of Americans arming themselves to the teeth and centering their political identity on their guns. When gun control legislation emerged in the 1960s, many Americans, accustomed to the unregulated postwar bounty of cheap guns and fearful of Soviet invasion, domestic subversion, and urban uprisings, fiercely challenged it. Meanwhile, gun control groups were diverted from their abolitionist roots toward a conciliatory, fundraising-focused strategy that struggled to limit the stockpiling of firearms. In Democracy's Think Tank, Brian S. Mueller places the Institute for Policy Studies (IPS) at the center of a network of activists involved in making the world safe for diversity. Unlike defense intellectuals at the RAND Corporation and other think tanks responsible for formulating military strategy, the "peace intellectuals" at IPS developed blueprints for an alternative to the U.S.-led world order. As the Iron Curtain fell across Eastern Europe, a triumphalist Cold War narrative emerged proclaiming victory for freedom, democracy, and free enterprise over totalitarianism. Yet for the peace intellectuals at IPS, the occasion did not merit celebration. Since its doors opened in 1963, IPS refused to embrace American exceptionalism and waged a battle against the Cold War and its liberal anti-communist supporters. As IPS founders Marcus Raskin and Richard Barnet saw it, in the process of fighting communism and preserving the liberal capitalist order, Cold War liberals had forsaken democracy. Democracy's Think Tank tells the story of IPS's crusade to resurrect democracy at home and abroad. Borrowing from populist, progressive, and New Left traditions, IPS challenged elite expertise and sought to restore power to "the people." To this end, IPS, in the words of journalist I. F. Stone, served as the "institute for the rest of us." Mueller tells the story of IPS's involvement in a broad range of grassroots campaigns aimed at ending the Cold War and increasing participatory democracy in the United States and across the globe. A fresh examination of the origins, evolution and future of proposals for a UN 'Legion' - a permanent military force recruited, trained and deployed by the UN. This new book shows how this idea has grown, re-emerged and evolved in direct connection with the development of UN international military forces. The legionnaires have been seen as the future representatives of a modern constabulary, international police or humanitarian chivalry. They have also invariably evoked the idea of mercenaries and resurrected fears of supranational government and a 'world army'. Such a force has been unattainable when needed, not needed when attainable, revealing the deficiencies of the international system in the perspective of a particular task. The idea highlights the inadequacy of the means as compared to the objectives, and the limits of the UN's capacity to adapt itself to new challenges. This study examinmes how the project of a UN 'Legion' is conditional on the viability of the original Utopia, and vice versa. It also argues that the extreme polarization of the debate may reflect a tendency to negate the inherent contradictions of reality, reminding us of the historical dimension of the building of an international organization, a 'work in progress'.
