Mega-sporting events (MSEs) like the FIFA World Cup or the Olympic and Paralympic Games are prestigious international events that attract attention in every part of the world. In the last two decades, it became increasingly known that such events can lead to adverse human rights impacts. Cases of forced evictions of local communities, violent repressions of protests around MSE venues, or the exploitation of (migrant) workers on event-related construction sites provide just a few examples. This book discusses how delivering an MSE can impact a whole range of human rights, and highlights the challenges in addressing cases of MSE-related human rights abuses to establish legal responsibility. More specifically, it analyses the shortcomings of international human rights law and international law of responsibility in dealing with the complex governance system of MSEs, which is based on the involvement of a mix of national, international, private and public actors and blurs the lines of responsibility and accountability. As a result, the identification of responsible actors, the establishment of their responsibility, and the access to remedies for those affected are significantly complicated. To address these challenges, this book proposes a shared responsibility approach to the cases at hand, suggesting that actors involved in MSE delivery would share legal responsibility to the extent that they made a relevant contribution to an outcome that presents a human rights violation, and explores how this approach can work in theory and practice.

How can international organizations (IOs) like the United Nations (UN) and their implementing partners be held accountable if their actions and policies violate fundamental human rights? This book provides a new conceptual framework to study pluralist accountability, whereby third parties hold IOs and their implementing partners accountable for human rights violations. Based on a rich study of UN-mandated operations in Afghanistan, Bosnia and Kosovo, the EU Troika's austerity policy, and Global Public-Private Health Partnerships in India, this book analyzes how competition and human rights vulnerability shape the evolution of pluralist accountability in response to diverse human rights violations, such as human trafficking, the violation of the rights of detainees, economic rights, and the right to consent in clinical trials. While highlighting the importance of alternative accountability mechanisms for legitimacy of IOs, this book also argues that pluralist accountability should not be regarded as a panacea for IOs' legitimacy problems, as it is often less legalized and might cause multiple accountability disorder.
