El 30 de diciembre de 2007 entró en vigor la Ley 54/2007, sobre Adopción Internacional, con el objetivo declarado de facilitar los instrumentos normativos necesarios para que el proceso adoptivo tuviera lugar con las máximas garantías y el respeto a los intereses de los adoptandos. La nueva Ley ha apreciado la importancia de reunir todos los aspectos de Derecho Internacional Privado relativos al tema en un sólo "paquete" normativo; es decir, se ha querido compilar en un cuerpo legal único la regulación de la competencia, la ley aplicable y los efectos de las resoluciones extranjeras en materia de adopción. Nuestro legislador ha pretendido que todas las reformas legales operadas en este ámbito entre 1987 y 2005 pasaran a formar parte de un cuerpo legal coherente, que eliminara las deficiencias jurídicas que han dado lugar a desafortunados fallos judiciales. La unidad de criterio que ha querido dársele al nuevo texto se acompaña de una pretendida reordenación de las soluciones legales en la materia. Algunas de sus respuestas, aparentemente innovadoras no son a veces, como intentaré exponer, sino nuevos ropajes para las figuras clásicas ya conocidas. En cualquier caso, el interés que despierta la nueva Ley es evidente, por numerosas razones, no todas ellas de cariz jurídico. Esta obra pretende responder a una necesidad social creciente en nuestro país, al ser porcentualmente el primero del mundo en número de adopciones internacionales. Su interés es máximo para quienes quieran acercarse a la nueva regulación no sólo como juristas expertos o abogados en ejercicio, sino como particulares con dudas o dificultades de comprensión sobre muchas de las peculiaridades que una adopción internacional comporta. La Dra. Esther Gómez Campelo es profesora de Derecho Internacional Privado en la Universidad de Burgos. Su constante labor investigadora le ha permitido transitar por diversos campos jurídicos aunque su preferencia por el estudio del Derecho de Familia desde perspectiva internacional le lleva a impartir anualmente diferentes Cursos de Postgrado y de Especialización sobre la materia. Ha publicado en revistas nacionales y extranjeras sobre reagrupación familiar, protección de los inmigrantes menores de edad o la política internacional de la Unión Europea en la tutela de los derechos humanos. Su estancia de investigación en la Universidad Paris-II estudiando las relaciones estructurales entre el Derecho de familia y el Derecho de la nacionalidad culminó con un Curso de Doctorado anual sobre "El Derecho Internacional ante las nuevas relaciones familiares". Tiene publicado un libro sobre el análisis de la extradición en el Derecho español y un segundo en colaboración con esta Editorial sobre la armonización de los regímenes matrimoniales en Europa. The International Tribunal for the Law of the Sea is an autonomous judicial body established by the United Nations Convention on the Law of the Sea to adjudicate disputes arising out of the interpretation and application of the Convention. The Tribunal is open to States Parties to the Convention. It is also open to entities other than States Parties (States and international organizations non-parties to the Convention and natural or juridical persons) in cases provided for in the Convention or other agreements conferring jurisdiction on the Tribunal. The Yearbook - Annuaire will give lawyers and the general public access to information about the jurisdiction, procedure and organization of the Tribunal and also about its composition and activities in 2014. The Yearbook is prepared by the Registry of the Tribunal. Until 2007, it was published in two separate volumes, English (Yearbook) and French (Annuaire). Since 2008, the Yearbook - Annuaire is published as a bilingual volume. Le Tribunal international du droit de la mer est un organe judiciaire indépendant, créé par la Convention des Nations Unies sur le droit de la mer, pour connaître des différends relatifs à l’interprétation et l’application de la Convention.
