Born in Ortona in 1846, Francesco Paolo Tosti attended the Conservatory at Naples when he was twelve, and went on to become a gifted violinist and teacher as well as achieving fame as a singer and composer. He lived in Rome (1870-1875) as teacher to Princess Margerita of Savoy before moving to London in 1875 where he was singing master to the children of Queen Victoria. Tosti composed and performed throughout this time. He became closely involved with the Ricordi publishing house, who put out all of Tosti's chamber art songs except for a few released by Chappel and Enoch in England, all of which were extremely successful. In all, some 400 works by Tosti were circulated throughout his life and his popularity continued after his death.

French biologist and chemist Louis Pasteur (1822-1895) is considered the founder of modern microbiology. His discoveries provided the conclusive evidence necessary to firmly establish the theory of germs, i.e. the fact that microbes are the primary cause of several diseases. His research disproved the theory of spontaneous generation and paved the way to a new concept of hygiene across the world. He invented the pasteurization process to remove pathogens from food and developed the first vaccine against rabies in 1885. Thanks to the impact of his studies, many diseases were eradicated in the following decades, relieving humanity from several epidemics that had erupted throughout human history. Joseph Lister, shortly after, revolutionized surgery by introducing antiseptic methods, with surgeons that now started to wash their hands before seeing a patient. After Pasteur's death, his assistant Émile Duclaux became the director of the Institute Pasteur, founded in 1887 in Paris and wrote "The History of a Mind" dedicated to the memory of his mentor.

Vernon Lee, born Violet Paget in 1856 to English parents who lived on the Continent, bridged two worlds and many cultures. She was a Victorian by birth but lived into the second quarter of the twentieth century. Her chosen home was Italy, but she spent part of every year in England, where she published over the years an impressive number of books: novels, short stories, travel essays, studies of Italian art and music, psychological aesthetics, polemics. She was widely recognized as a woman of letters and moved freely in major literary and social circles, meeting and at times having close friendships with a huge number of the major writers and intellectuals of her time, among them Robert Browning, Walter Pater, Henry James, H. In this volume an international team of scholars builds up a comprehensive analysis of the fiscal history of Europe over six centuries. It forms a fundamental starting-point for an understanding of the distinctiveness of the emerging European states, and highlights the issue of fiscal power as an essential prerequisite for the development of the modern state. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.

This book examines the development of the English state during the long seventeenth century, emphasising the impersonal forces which shape the uses of political power, rather than the purposeful actions of individuals or groups.
