The Politics of Whiteness presents the first sustained analysis of white racial identity among workers in what was the South's largest industry--the textile industry--for much of the twentieth century. Grounding her work in a study of Rome, Georgia, and surrounding Floyd County from the Great Depression to the 1970s, Michelle Brattain paints a richly textured local portrait of how the varied social benefits of whiteness shaped the experience of textile millhands and, as a result, Southern politics. In doing so, she challenges traditional views of Southern politics as dominated by elites and marked by passivity among Southern workers. Brattain uncovers considerable white working-class political influence and activism for decades starting in the 1930s--which, by re-creating and defending Southern institutions grounded in the idea of racial difference, helped pave the way for resistance to the civil rights movement. Structured chronologically, this book revises the current understanding, in the Southern working-class context, of paternalism, the New Deal, the 1934 General Textile Strike, the Second World War, and the Fair Employment Practices Commission. It addresses the vast influence of Eugene Talmadge and his son in twentieth-century Georgia politics, and the emergence of Republican influence in the South. Finally there came the moment when formerly explicit defenses of white supremacy were transformed into an intangible, but still powerful, politics of whiteness. The Politics of Whiteness will interest anyone concerned with the history of American politics, the labor movement, or race in America.

Savannah’s Midnight Hour argues that Savannah’s development is best understood within the larger history of municipal finance, public policy, and judicial readjustment in an urbanizing nation. In providing such context, Lisa Denmark adds constructive complexity to the conventional Old South/New South dichotomous narrative, in which the politics of slavery, secession, Civil War, and Reconstruction dominate the analysis of economic development. Denmark shows us that Savannah’s fiscal experience in the antebellum and postbellum years, while exhibiting some distinctively southern characteristics, also echoes a larger national experience. Her broad account of municipal decision making about improvement investment throughout the nineteenth century offers a more nuanced look at the continuity and change of policies in this pivotal urban setting. Beginning in the 1820s and continuing into the 1870s, Savannah’s resourceful government leaders acted enthusiastically and aggressively to establish transportation links and to construct a modern infrastructure. Taking the long view of financial risk, the city/municipal government invested in an ever-widening array of projects—canals, railroads, harbor improvement, drainage— because of their potential to stimulate the city’s economy. Denmark examines how this ideology of over-optimistic risk-taking, rooted firmly in the antebellum period, persisted after the Civil War and eventually brought the city to the brink of bankruptcy. The struggle to strike the right balance between using public policy and public money to promote economic development while, at the same time, trying to maintain a sound fiscal footing is a question governments still struggle with today.

Between the World Wars, New Orleans transformed its image from that of a corrupt and sullied port of call into that of a national tourist destination. Anthony J. Stanonis tells how boosters and politicians reinvented the city to build a modern mass tourism industry and, along the way, fundamentally changed the city's cultural, economic, racial, and gender structure. Stanonis looks at the importance of urban development, historic preservation, taxation strategies, and convention marketing to New Orleans' makeover and chronicles the city's efforts to domesticate its jazz scene, "democratize" Mardi Gras, and stereotype local blacks into docile, servile roles. Scholars may have widely differing views of the Progressive Era, but all see business as holding the key to the reforms of that period. In this new book Judith Sealander amplifies our understanding of the relationship between business leaders and reform through a detailed examination of Dayton and the Miami Valley of Ohio. She focuses specifically on four progressive projects that made this nine-county region nationally known as a center for reform activism. The four "projects" include an extensive program of employee benefits instituted at the National Cash Register Company; the creation, in the Miami Conservancy District, of a massive flood prevention system; the institution of a new businesslike city-manager government in Dayton; and a new experimental approach to education in the region's public and private schools. Well grounded in the scholarly literature on progressivism and drawing from a rich trove of local manuscript sources, Judith Sealander has provided an integrated analysis of the role of business leadership in these four reform areas that corrects the exaggerated treatment business has often received.
