The constitution of the European visa regime has deservingly received much scholarly attention. It has been analyzed as part of the policy toolkit that displaces migration control away from the edges of the territory of Europe. Nevertheless, the street-level implementation of this European policy in national consulates remains understudied. This dissertation sheds ethnographic light on Schengen visa policy implementation that is conceptualized as bordering policy. By delivering Schengen visas, state and nonstate organizations achieve the filtering work of borders; this dissertation therefore investigates the day-to-day bordering of Europe abroad and using a comparative approach and focusing on from the theoretical perspective of street-level policy implementation. The analysis builds on a comparative case study: it focuses on the visa sections of the consulates of two old immigration countries, Belgium and France, and one new immigration country, Italy, which implement visa policy in a same third country, i.e. Morocco. This study highlights cross-national differences of visa policy day-to-day implementation that are due to shifting historical backgrounds, national sense-making of visa policy, and distinct organizational conditions. However, the comparative research design and the inductive epistemological approach deployed have revealed processes of transfer at the implementation level, which result in transnational policy-making from below. Informal interactions between actors constitute a 'community of practice' based on the desire to share local and practical knowledge rather than expert knowledge in order to address problems linked to day-to-day implementation.

The expectations of European planners for the gradual disappearance of national borders, and the corresponding prognoses of social scientists, have turned out to be over-optimistic. Borders have not disappeared – not even in a unified and predominantly peaceful Europe – but rather they have changed, become more varied and, in a certain sense, mobile, taking on an important role in the everyday lives of more people than ever before. Furthermore, it is now widely accepted that borders do not just hinder communication and the formation of relationships, but also channel and prefigure them in a positive way. Presenting a number of studies of everyday life in European borderlands, this book addresses the multifarious and complex ways in which borders function as both barriers and bridges. Focusing on ‘established’ Western European borderlands – with the exception of three contrasting cases – the book attempts a turn from conflict to harmony in the study of borderlands and thus examines the more mundane manifestations of border life and the complex, often unconscious motives of everyday cross-border practices. The collection of chapters demonstrates that even in the case of ‘open’ political borders, the border remains an enduring factor that is not adequately described as either a problematic barrier or a desirable bridge. The studies look at bordering processes, not only approaching them from different disciplinary angles – sociology, anthropology, geography, history, political science and literary studies – but also choosing different scales and making comparisons that range from different borders of one country to the reactions and attitudes of different individuals in a single borderland village.

Borders define territories within which identities and order are described and delineated. The triptych of indentities, borders and orders is central to understanding the nature of sovereignty and the relations between countries. Nowhere is this more apparent than in the European Union. The changing definition and placement of the border is one of the most striking features of the recent transformations of the Union. The definition of what a border is and where it is for persons has moved out of the territory of national sovereignty and has become the preserve in law of the European Community. The enlargement of the European Union towards the countries of Central and Eastern Europe has created new challenges for the concept of borders in the EU. This volume examines the extent of the Community power and the legal meaning of the EU's borders, as well as the ways to control (or not) the movement of persons across borders. It considers the legal texts - EC law on visas, the Regulations on visas, the meaning of borders for persons in Community Law, the Schengen acquis and its incorporation into the EC Treaty (and where appropriate the TEU); national practice and its transformation with the insertion of the private sector's responsibility for the control of borders and judicial control. The point of departure is the perspective of the individual who is seeking to cross these borders.

In recent years, Europe has seen its largest influx of migrants and refugees in decades, with 1.9 million arrivals to the continent between 2014 and 2017. Peak arrivals in 2015, and sustained flows since then, have found the European Union and its 28 member states unable to face what has been called the “European migration crisis.” Part of their response has focused on cooperation with third countries of transit or origin, by leveraging development, humanitarian, and foreign policy tools to try and reduce migrant flows to Europe, including through many funding and budgetary decisions. This report attempts to quantify, through budgetary analysis, what shifts occurred in the external dimension of Europe’s migration policy following the crisis, and in three member states (Germany, Sweden, and the Netherlands). These short-term shifts, representing policy priorities, carry long-term consequences for the European Union’s role as a foreign policy and soft power actor.

Early modern Europe was obsessed with borders and travel. It found, imagined and manufactured new borders for its travellers to cross. It celebrated and feared borders as places or states where meanings were charged and changed. In early modern Europe crossing a border could take many forms; sailing to the Americas, visiting a hospital or taking a trip through London's sewage system. Borders were places that people lived on, through and against. Some were temporary, like illness, while others claimed to be absolute, like that between the civilized world and the savage, but, as the chapters in this volume show, to cross any of them was an exciting, anxious and often a potentially dangerous act. Providing a trans-European interdisciplinary approach, the collection focuses on three particular aspects of travel and borders: change, status and function. To travel was to change, not only humans but texts, words, goods and money were all in motion at this time, having a profound influence on cultures, societies and individuals within Europe and beyond. Likewise, status was not a fixed commodity and the meaning and appearance of borders varied and could simultaneously be regarded as hostile and welcoming, restrictive and opportunistic, according to one's personal viewpoint. The volume also emphasizes the fact that borders always serve multiple functions, empowering and oppressing, protecting and threatening in equal measure. By using these three concepts as measures by which to explore a variety of subjects, Borders and Travellers in Early Modern Europe provides a fascinating new perspective from which to re-assess the way in which early modern Europeans viewed themselves, their neighbours and the wider world with which they were increasingly interacting.
