The expectations of European planners for the gradual disappearance of national borders, and the corresponding prognoses of social scientists, have turned out to be over-optimistic. Borders have not disappeared – not even in a unified and predominantly peaceful Europe – but rather they have changed, become more varied and, in a certain sense, mobile, taking on an important role in the everyday lives of more people than ever before. Furthermore, it is now widely accepted that borders do not just hinder communication and the formation of relationships, but also channel and prefigure them in a positive way. Presenting a number of studies of everyday life in European borderlands, this book addresses the multifarious and complex ways in which borders function as both barriers and bridges. Focusing on ‘established’ Western European borderlands – with the exception of three contrasting cases – the book attempts a turn from conflict to harmony in the study of borderlands and thus examines the more mundane manifestations of border life and the complex, often unconscious motives of everyday cross-border practices. The collection of chapters demonstrates that even in the case of ‘open’ political borders, the border remains an enduring factor that is not adequately described as either a problematic barrier or a desirable bridge. The studies look at bordering processes, not only approaching them from different disciplinary angles – sociology, anthropology, geography, history, political science and literary studies – but also choosing different scales and making comparisons that range from different borders of one country to the reactions and attitudes of different individuals in a single borderland village.

Built on up-to-date field material, this edited volume suggests an anthropological approach to the palimpsest-like milieus of Wrocław, Lviv, Chernivtsi, and Chişinău. In these East-Central European borderline cities, the legacies of Nazism, Marxism-Leninism, and violent ethno-nationalism have been revisited in recent decades in search of profound moral reckoning and in response to the challenges posed by the (post-)transitional period. Present shapes and contents of these urban settings derive from combinations of fragmented material environments, cultural continuities and political ruptures, present-day heritage industries and collective memories about the contentious past, expressive architectural forms and less conspicuous meaning-making activities of human actors. In other words, they evolve from perpetual tensions between choices of the past and the burden of the past. A novel feature of this book is its multi-level approach to the analysis of engagements with the lost diversity in historical urban milieus full of post-war voids and ruptures. In particular, the collected studies test the possibility of combining the theoretical propositions of Memory Studies with broader conceptualizations of borderlands, cosmopolitan sociality, urban mythologies, and hybridity. Scholarly interest in the study of state borders and border regions is growing in Europe, keeping pace with the remarkable changes associated with the transformation of old borders and the creation of new ones in the European Union and beyond over the last fifteen years. Social scientists have increasingly examined cross-border co-operation as one way to understand the changes which affect European borderlands. Ironically, given the recent turn to issues of culture and identity in the social sciences, one of the most neglected aspects of the critical and comparative analysis of cross-border co-operation has been culture. Culture and Cooperation in Europe's Borderlands, the first collection of essays to provide multidisciplinary perspectives on these issues in European borderlands, presents three modes of analysis of culture and cross-border co-operation as a tentative way forward to redress this imbalance. These overlapping perspectives, on cultures of co-operation, co-operation about culture, and the impact of culture on forms of co-operation, are offered as possible strategies in the comparative social science of European borderlands. The contributions to this collection examine some or all of the following: - cross-border cooperation about culture, in such areas of culture as tradition, language use and rights, and education. - cross-border cooperation and culture, i.e., in ways in which ‘culture’ enhances or hinders economic and political co-operation across state borders, as for example, through issues of national, regional and local identity, cultural practices, and ethnic relations. - the culture of cooperation, i.e., ways in which co-operation across borders creates new cultural codes, political practices, organizational cultures and transnational social and political institutions.

Borderlands: Europe and the Mediterranean Middle East proposes a profound rethink of the complex relationship between Europe-defined here as the European Union and its members-and the states of the Mediterranean Middle East and North Africa (MENA), Europe's 'southern neighbours'. These relations are examined through a borderlands prism that conceives of this interaction as of one between an empire of sorts, which seeks to export its order beyond the border, and the empire's southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe's selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995-2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe's gatekeepers. Combined with specific policy choices of MENA governments, Europe's selective expansion of its rules, practices, and disaggregated borders have in fact contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the 'southern neighbourhood', with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of 'Fortress Europe' alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of International Relations.

This crossdisciplinary collection of essays combines qualitative and quantitative approaches to re-examine the most influential contemporary theories of intercultural relations and their application in various domains including historiography, sociology and cultural studies. A particular focus lies on Central Europe, historical Banat and Transylvania, but also on the current public policies toward ethnic and religious minorities as well as recent immigrants. It argues that much more complex approaches are needed, both historically and conceptually, in exploring intercultural relations. The simplest purpose of a map is a rational one: to educate, to solve a problem, to point someone in the right direction. Maps shape and communicate information, for the sake of improved orientation. But maps exist for states as well as individuals, and they need to be interpreted as expressions of power and knowledge, as Steven Seegel makes clear in his impressive and important new book. Mapping Europe’s Borderlands takes the familiar problems of state and nation building in eastern Europe and presents them through an entirely new prism, that of cartography and cartographers. Drawing from sources in eleven languages, including military, historical-pedagogical, and ethnographic maps, as well as geographic texts and related cartographic literature, Seegel explores the role of maps and mapmakers in the East Central European borderlands from the Enlightenment to the Treaty of Versailles. For example, Seegel explains how Russia used cartography in the aftermath of the Napoleonic Wars and, later, formed its geography society as a cover for gathering intelligence. He also explains the importance of maps to the formation of identities and institutions in Poland, Ukraine, and Lithuania, as well as in Russia. Seegel concludes with a consideration of the impact of cartographers’ regional and socioeconomic backgrounds, educations, families, career options, and available language choices.
