Which are the perceptions of the border in European border regions before and after the COVID-19 pandemic? This Cahier Fare n°25 presents the results of the Jean Monnet Network “Frontières en mouvement: quels modèles pour l’UE (FRONTEM)?”, which was supported by the EU’s Erasmus+ program for the period between 2019-2023. The network exchanged knowledge and practices on five different types of EU border perception: at the border between France and Germany, at the border between France and Belgium, at the border between Ireland and Northern Ireland, at the border between Rumania and Hungary and at the border between Denmark and Germany. By analysing the results of focus groups organised in and mental maps drawn for each of the 5 border regions concerned, it critically examines the perception of the border as a place of cross-border reconciliation, of minority co-existence and of peace facilitation. The key question addressed by the network was to assess the mental perception of the border when faced with processes of re-bordering and the re-questioning of the model of a “Europe without borders”.

In the aftermath of the Ukraine crises, borders within the wider post-Cold War and post-Soviet context have become a key issue for international relations and public political debate. These borders are frequently viewed in terms of military preparedness and confrontation, but behind armed territorial conflicts there has been a broader shift in the regional balance of power and sovereignty. This book explores border conflicts in the EU’s eastern neighbourhood via a detailed focus on state power and sovereignty, set in the context of post-Cold war politics and international relations. By identifying changing definitions of sovereignty and political space the authors highlight competing strategies of legitimising and challenging borders that have emerged as a result of geopolitical transformations of the last three decades. This book uses comparative studies to examine country specific variation in border negotiation and conflict, and pays close attention to shifts in political debates that have taken place between the end of State Socialism, the collapse of the Soviet Union and the outbreak of the Ukraine crises. Europe’s borders have always been historically ambiguous and dynamic, whereby borders shift and change character and new borders replace older ones. By focusing upon the title question ‘where are Europe’s new borders’, this volume looks at the present state of European bordering and questions the often taken for granted relationships between borders, borderers and the bordered. While each chapter concentrates on a different (but overlapping) border issue or perspective, they are united through their focus on the level of everyday bordering practices and experiences, as well as the meaning that borders have upon all stakeholders and the relationships between them. To talk about border meaning (including the perspective of the researchers themselves), and how that meaning continually (re)creates and is (re)created by bordering practices, is to critically question where important borders lie, why and for whom do they matter and how are they imposed, maintained and resisted. As a result the chapters engage with issues of border violence, the power of maps and symbols (carto-politics), migrant mobility, gender and the rise of the far right in Europe. Taken together this edited collection will be of interest to border scholars as well as students of European politics more generally.
