In a modernist interpretation of migration controls, nation states play a major role. This book challenges this interpretation by showing that comprehensive migration checks and permanent border controls appeared much earlier, in early modern dynastic states and empires, and predated nation states by centuries. The 11 contributions in this volume explore the role of early modern and modern dynastic kingdoms and empires in Europe, the Middle East and Eurasia and the evolution of border controls from the 16th to the 20th century. They analyse how these states interacted with other polities, such as emerging nations states in Europe, North America and Australia, and what this means for a broader reconceptualization of mobility in Europe and beyond in the longue durée. At the turn of the twentieth century, the city of Edirne was a bustling center linking Istanbul to Ottoman Europe. It was also the capital of Edirne Province—among the most religiously diverse regions of the Ottoman Empire. But by 1923, the city had become a Turkish border town, and the province had lost much of its non-Muslim population. With this book, Jacob Daniels explores how one of the world's largest Sephardi communities dealt with the encroachment of modern borders. Using Ladino, French, English, and Turkish sources, Daniels offers a new take on the ways in which ethno-religious minorities experienced the transition "from empire to nation-state." Rather than tracing a linear path, Edirne Jews zigzagged between the Ottoman Empire and three nation-states—without moving a mile. And by maintaining interstate Sephardi networks, they resisted pressure to treat the shifting border as a limit to their zone of belonging. Ultimately, proximity to the border would undo Edirne's Jewish community, but the way this ending came about—local Jews were rarely killed or deported—challenges common assumptions about state borders and Jewish history. By studying Jewish encounters with the nation-state alongside the emergence of modern borders, Daniels sheds light on both phenomena.

Sovereignty Experiments tells the story of how authorities in Korea, Russia, China, and Japan—through diplomatic negotiations, border regulations, legal categorization of subjects and aliens, and cultural policies—competed to control Korean migrants as they suddenly moved abroad by the thousands in the late nineteenth century. Alyssa M. Park argues that Korean migrants were essential to the process of establishing sovereignty across four states because they tested the limits of state power over territory and people in a borderland where authority had been long asserted but not necessarily enforced. Traveling from place to place, Koreans compelled statesmen to take notice of their movement and to experiment with various policies to govern it. Ultimately, states' efforts culminated in drastic measures, including the complete removal of Koreans on the Soviet side. As Park demonstrates, what resulted was the stark border regime that still stands between North Korea, Russia, and China today. Skillfully employing a rich base of archival sources from across the region, Sovereignty Experiments sets forth a new approach to the transnational history of Northeast Asia. By focusing on mobility and governance, Park illuminates why this critical intersection of Asia was contested, divided, and later reimagined as parts of distinct nations and empires. In recent years, many breaches of immigration law have been criminalised. Foreign nationals are now routinely identified in court and in prison as subjects for deportation. Police at the border and within the territory refer foreign suspects to immigration authorities for expulsion. Within the immigration system, new institutions and practices rely on criminal justice logic and methods. In these examples, it is not the state that controls the national border: instead, it is often privately contracted companies. This book tackles the question of border control in and around imperial Japan in the first half of the twentieth century, with a specific focus on its documentation regime. It explores the institutional development, media and literary discourses, and on[1]the-ground practices of documentary identification in the Japanese empire and the places visited by its subjects. The contributing authors, covering such regions as Korea, Manchuria, Taiwan, Siberia, Australia, and the United States, place the question of individual identity in the eyes of the respective governments in dialogue with the global developments of the identification and mobility control practices. The chapters suggest the importance of focusing more than previously on the narrative of individual identification, not as a tool for creating nation states but as a tool for generating, strengthening, and maintaining asymmetrical relationships between people of different socioeconomic backgrounds who moved in and out of empires.
