An investigation of borders as moving entities that influence our notions of territory, authority, sovereignty, and jurisdiction. In Borders as Infrastructure, Huub Dijstelbloem brings science and technology studies, as well as the philosophy of technology, to the study of borders and international human mobility. Taking Europe's borders as a point of departure, he shows how borders can transform and multiply and and how they can mark conflicts over international orders. Borders themselves are moving entities, he claims, and with them travel our notions of territory, authority, sovereignty, and jurisdiction. The philosophies of Bruno Latour and Peter Sloterdijk provide a framework for Dijstelbloem's discussion of the material and morphological nature of borders and border politics. Dijstelbloem offers detailed empirical investigations that focus on the so-called migrant crisis of 2014-2016 on the Greek Aegean Islands of Chios and Lesbos; the Europe surveillance system Eurosur; border patrols at sea; the rise of hotspots and "humanitarian borders"; the technopolitics of border control at Schiphol International Airport; and the countersurveillance by NGOs, activists, and artists who investigate infrastructural border violence. Throughout, Dijstelbloem explores technologies used in border control, including cameras, databases, fingerprinting, visual representations, fences, walls, and monitoring instruments. Borders can turn places, routes, and territories into "zones of death." Dijstelbloem concludes that Europe's current relationship with borders renders borders--and Europe itself--an "extreme infrastructure" obsessed with boundaries and limits.

Infrastructures are fundamental means through which societies create spaces, but little is known about the precise ways in which this occurs. How have infrastructures animated certain understandings of space? How do infrastructures stabilize, or undermine, the spatial formats in which we live, which shape our everyday practices and which regulate access to services and resources? And, conversely, how do spaces frame the ways infrastructural provision is organized? How do existing spaces shape infrastructural development and the scope and forms of access to vital services such as transport and water? In this volume, historians and sociologists draw on a range of fascinating case studies and provide compelling answers to these questions. Exploring, among others, the provision of irrigation water in nineteenth-century Los Angeles, the invention of airport transit zones, and the infrastructural practices of homeless people in Berlin, the book demonstrates how the making of spaces through infrastructure is deeply political. Intent on revealing uneven geographies of provision and hierarchies of access, the contributors highlight how infrastructures are products of global entanglements.

Across the Chinese borderlands, investments in large-scale transnational infrastructure such as roads and special economic zones have increased exponentially over the past two decades. Based on long-term ethnographic research, Borderland infrastructures. Trade, Development, and Control in Western China addresses a major contradiction at the heart of this fast-paced development: small-scale traders have lost their historic strategic advantages under the growth of massive Chinese state investment and are now struggling to keep their businesses afloat. Concurrently, local ethnic minorities have become the target of radical resettlement projects, securitization, and tourism initiatives, and have in many cases grown increasingly dependent on state subsidies. At the juncture of anthropological explorations of the state, border studies, and research on transnational trade and infrastructure development, Borderland infrastructures provides new analytical tools to understand how state power is experienced, mediated, and enacted in Xinjiang and Yunnan. In the process, Rippa offers a rich and nuanced ethnography of life across China's peripheries.

An examination of how post-9/11 security concerns have transformed the public view and governance of infrastructure. After September 11, 2001, infrastructures—the mundane systems that undergird much of modern life—were suddenly considered “soft targets” that required immediate security enhancements. Infrastructure protection quickly became the multibillion dollar core of a new and expansive homeland security mission. In this book, Ryan Ellis examines how the long shadow of post-9/11 security concerns have remade and reordered infrastructure, arguing that it has been a stunning transformation. Ellis describes the way workers, civic groups, city councils, bureaucrats, and others used the threat of terrorism as a political resource, taking the opportunity not only to address security vulnerabilities but also to reassert a degree of public control over infrastructure. Nearly two decades after September 11, the threat of terrorism remains etched into the inner workings of infrastructures through new laws, regulations, technologies, and practices. Ellis maps these changes through an examination of three U.S. infrastructures: the postal system, the freight rail network, and the electric power grid. He describes, for example, how debates about protecting the mail from anthrax and other biological hazards spiraled into larger arguments over worker rights, the power of large-volume mailers, and the fortunes of old media in a new media world; how environmental activists leveraged post-9/11 security fears over shipments of hazardous materials to take on the rail industry and the chemical lobby; and how otherwise marginal federal regulators parlayed new mandatory cybersecurity standards for the electric power industry into a robust system of accountability.

How do security communities transform into security regimes? This book compares the construction of cross-border security regimes across five regions of the world to illustrate how trust emerges from the day-to-day relations of coordination, cooperation, or collaboration. Patterns in Border Security: Regional Comparisons studies the way borderland communities develop, implement, and align border policy to enhance their sense of security. Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security. For six decades international security studies had posited culture as the bedrock of security communities. By contrast, the book identifies conditions, a method, and a model for adequate and effective cross-border relations, but whose outcome is not contingent on culture. Trade that straddles borders in Central Asia plays a vital role in the livelihoods of border communities and buttresses prosperity in often poor regions. By strengthening commercial ties, cultural understanding and deepening community relationships, border trade nurtures amicable relations between neighboring countries. This book examines the characteristics of trade intermediated by a network of bazaars in Central Asia and its significance for local economies. It uncovers the dynamic phenomenon of bazaars in propelling trade. Bazaars were invented in central Asia centuries ago; in their modern form, as highly flexible and low cost centers for trade, endowed with modern sophisticated logistics, bazaars provide a channel parallel to that of formal trade. Bazaars play major roles in regional and national chains of production and distribution with national networks strongly integrated and overlapping across Central Asian economies. They are the major agents for border trade, which fights poverty by cheapening products and by creating employment opportunities, especially for women. The book examines the public policy implications of bazaar or non-standard trade and actions that could be taken to foster such trade. A light regulatory touch and a low fiscal burden would help fight poverty. Improvements in the business climate and elimination of harassment of traders by local officials as well as easing conditions for the movement of peoples and vehicles would be hugely beneficial. But this book goes beyond trade. It considers the potential for border community cooperation in a variety of activities, public services, and shared infrastructure, culture that could yield rich dividends and make meaningless borders as separators of human activities. It examines the example of border cooperation in Europe through Euroregios as a model for Central Asia. Finally, the book concludes with a series of recommendations for public authorities intended to deepen border trade and cooperation.
