How is it that walls, borders, boundaries—and their material and symbolic architectures of division and exclusion—engender their very opposite? This edited volume explores the crossings, permeations, and constructions of cultural and political borders between peoples and territories, examining how walls, borders, and boundaries signify both interdependence and contact within sites of conflict and separation. Topics addressed range from the geopolitics of Europe’s historical and contemporary city walls to conceptual reflections on the intersection of human rights and separating walls, the memory politics generated in historically disputed border areas, theatrical explorations of border crossings, and the mapping of boundaries within migrant communities.

Available online: https://pub.norden.org/temanord2021-547/ The Finnish presidency project on data exchange "Achieving the World's Smoothest Cross-Border Mobility and Daily Life Through Digitalisation" (2021–2023) has produced this baseline study report. The report outlines the current situation of cross-border data exchange between authorities in the Nordic and Baltic countries, while focusing on the three work packages of the presidency project: Studying in another Nordic-Baltic country, using health services in another Nordic-Baltic country, and the versatile use of the Nordic-Baltic legislative databases. Additionally, the barriers to cross-border data exchange was assessed based on the four interoperability layers of the European Interoperability Framework: legal, organisational, semantic and technical interoperability. The report will form the basis of the continued work of the presidency project.

In June 1985, David Peterson was sworn in as the leader of Ontario’s first Liberal government in forty-two years. This collection of speeches explores the activist agenda the London, Ontario, lawyer pursued through his premiership, which sought to ensure all Ontarians were able to participate fully in provincial society. When Peterson was asked what he viewed as his most important accomplishment, he thought for a brief moment and then whispered with obvious emotion, “breaking down walls and barriers.” Through his speeches, readers can see Premier Peterson on the wider Canadian stage by addressing the economic challenges faced by the federation – most notably free trade – and by supporting the Meech Lake Accord, which was designed to bring Quebec into the constitutional family. His speeches also show him on the global stage, engaged in the challenges of the transformation of world politics and Canada’s trading relationship with the United States. By the time Peterson’s premiership had come to an end in 1990, the Berlin Wall had fallen, Europe was increasingly integrated, a fragmented Soviet Union was beginning to collapse, the Canada-United States Free Trade Agreement was in full force and effect, and the age of globalization had begun. Through this selection of speeches, the editors also present insights into a range of other figures, from former premiers and Peterson’s political contemporaries to the British royal family. Particularly powerful tributes include Nelson Mandela’s first visit to Canada and Peterson’s eulogy for MPP Dalton McGuinty, Sr, the father of Ontario’s 24th premier. TVOntario’s Steve Paikin provides an in-depth introduction that puts the life and political times of Premier Peterson and his government in broader perspective.

Examines how the US-Mexico border is seen through visual codes of surveillance When Donald Trump promised to “build a wall” on the U.S.-Mexico border, both supporters and opponents visualized a snaking barrier of concrete cleaving through nearly two thousand miles of arid desert. Though only 4 percent of the US population lives in proximity to the border, imagining what the wall would look like came easily to most Americans, in part because of how images of the border are reproduced and circulated for national audiences. Border Optics considers the US-Mexico border as one of the most visualized and imagined spaces in the US. As a place of continual crisis, permanent visibility, and territorial defense, the border is rendered as a layered visual space of policing—one that is seen from watchtowers, camera-mounted vehicles, helicopters, surveillance balloons, radar systems, unmanned aerial vehicles, and live streaming websites. It is also a space that is visualized across various forms and genres of media, from maps to geographical surveys, military strategic plans, illustrations, photographs, postcards, novels, film, and television, which combine fascination with the region with the visual codes of surveillance and survey. Border Optics elaborates on the expanded vision of the border as a consequence of the interface of militarism, technology, and media. Camilla Fojas describes how the perception of the viewing public is controlled through a booming security-industrial complex made up of entertainment media, local and federal police, prisons and detention centers, the aerospace industry, and all manner of security technology industries. The first study to examine visual codes of surveillance within an analysis of the history and culture of the border region, Border Optics is an innovative and groundbreaking examination of security cultures, race, gender, and colonialism.
