Using the borderscapes concept, this book offers an approach to border studies that expresses the multilevel complexity of borders, from the geopolitical to social practice and cultural production at and across the border. Accordingly, it encourages a productive understanding of the processual, de-territorialized and dispersed nature of borders and their ensuring regimes in the era of globalization and transnational flows as well as showcasing border research as an interdisciplinary field with its own academic standing. Contemporary bordering processes and practices are examined through the borderscapes lens to uncover important connections between borders as a ’challenge' to national (and EU) policies and borders as potential elements of political innovation through conceptual (re-)framings of social, political, economic and cultural spaces. The authors offer a nuanced and critical re-reading and understanding of the border not as an entity to be taken for granted, but as a place of investigation and as a resource in terms of the construction of novel (geo)political imaginations, social and spatial imaginaries and cultural images. In so doing, they suggest that rethinking borders means deconstructing the interweaving between political practices of inclusion-exclusion and the images created to support and communicate them on the cultural level by Western territorialist modernity. The result is a book that proposes a wandering through a constellation of bordering policies, discourses, practices and images to open new possibilities for thinking, mapping, acting and living borders under contemporary globalization.

Recognizing European cross-border cooperation as a complex multilevel governance shaped by both bottom-up and top-down processes, and viewing recent border-regional strategies as a catalyst for decentralizing cross-border relations in French-German border regions, this book examines municipal actors’ perspectives in the “Greater Region”, specifically the département Moselle and the German Saarland. Bridging governance and border studies by adopting a lens of “borderlands of governance”, it studies the contributions of intermunicipal cross-border governance to processes of bordering and “place-making” and to systems of multilevel cross-border governance. (In)formal intermunicipal cross-border networks – whose relevance and ingenuity became particularly evident during the Covid-19 pandemic – play a crucial role for the functioning of the borderspaces, in some instances evolving into “quasi-territorial” governance reflecting communities beyond national borders yet remaining bound to logics of territoriality and sovereignty. Here, the conceptualisation of “borderlands of governance” offers a framework for understanding them as contingent elements of multilevel cross-border governance.

Has European integration helped to build peace in Europe and its neighbourhood? The book addresses this question through theoretically and empirically informed case studies that explore the successes of, and the challenges to EU cross-border cooperation as a tool for conflict transformation. Conceptually, the contributors link the question of transforming conflict to changing understandings of borders and bordering. Empirically, the contributions represent case studies of practices and discourses of EU-sponsored cross-border cooperation, and challenges to it. The case studies encompass the multiple geographical perspectives of the EU internal boundaries, its (sometimes disputed) external borders, and borders involving third countries. From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation.
