What if we stopped dividing the US and Mexico, and instead saw the border as one region? This book envisions the cultural and industrial cohesion of the area At a moment when migration has returned as a hot-button political issue and NAFTA is being renegotiated as the USMC, political discourse has exaggerated differences on either side of the shared US/Mexico border. But what if we stopped dividing the United States and Mexico into two separate nations, and instead studied their shared histories, cultures and economies, acknowledging them as parts of a single region? In 2018, under the direction of Mexican architect Tatiana Bilbao, 13 architecture studios and their students across the United States and Mexico undertook the monumental task of attempting to rethink the US/Mexico border as a complex and dynamic, but also cohesive and integrated, region. Two Sides of the Borderenvisions the borderlands through five themes: creative industries and local production, migration, housing and cities, territorial economies and tourism. Building on a long shared history in the region, the projects in this volume use design and architecture to address social, political and ecological concerns along our shared border. Featuring essays, student projects, interviews, special research and a large photo project by Iwan Baan, Two Sides of the Borderexplores the distinct qualities which characterize this place. The book uses the tools of architecture, research and photography to articulate an alternate reality within a contested region. The construction of a wall on the U.S.-Mexico border—whether to build it or not—has become a hot-button issue in contemporary America. A recent impasse over funding a wall caused the longest government shutdown in U.S. history, sharpening partisan divisions across the nation. In the Arizona borderlands, groups of predominantly white American citizens have been mobilizing for decades—some help undocumented immigrants bypass governmental detection, while others help law enforcement agents to apprehend immigrants. Activists on both the left and the right mobilize without an immediate personal connection to the issue at hand, many doubting that their actions can bring about the long-term change they desire. Why, then, do they engage in immigration and border politics so passionately? Divided by the Wall offers a one-of-a-kind comparative study of progressive pro-immigrant activists and their conservative immigration-restrictionist opponents. Using twenty months of ethnographic research with five grassroots organizations, Emine Fidan Elcioglu shows how immigration politics has become a substitute for struggles around class inequality among white Americans. She demonstrates how activists mobilized not only to change the rules of immigration but also to experience a change in themselves. Elcioglu finds that the variation in social class and intersectional identity across the two sides mapped onto disparate concerns about state power. As activists strategized ways to transform the scope of the state’s power, they also tried to carve out self-transformative roles for themselves. From the boundary surveys of the 1850s to the ever-expanding fences and highway networks of the twenty-first century, Border Land, Border Water examines the history of the construction projects that have shaped the region where the United States and Mexico meet. Tracing the accretion of ports of entry, boundary markers, transportation networks, fences and barriers, surveillance infrastructure, and dams and other river engineering projects, C. J. Alvarez advances a broad chronological narrative that captures the full life cycle of border building. He explains how initial groundbreaking in the nineteenth century transitioned to unbridled faith in the capacity to control the movement of people, goods, and water through the use of physical structures. By the 1960s, however, the built environment of the border began to display increasingly obvious systemic flaws. More often than not, Alvarez shows, federal agencies in both countries responded with more construction—“compensatory building” designed to mitigate unsustainable policies relating to immigration, black markets, and the natural world. Border Land, Border Water reframes our understanding of how the border has come to look and function as it does and is essential to current debates about the future of the US-Mexico divide.
