This is a major achievement for the global Lyme community because it is the first time in over 25 years that these serious complications have been officially recognized by the World Health Organization. The international all-voluntary committee formed to improve the ICD codes for Lyme and Relapsing Fever borreliosis and address the human rights violations generated by inadequate codes. The ICD codes for Lyme borreliosis have been basically unchanged since the early 1990s. After twenty-five years of outdated codes, the committees' efforts contributed to groundbreaking recognition of certain life-threatening complications from Lyme borreliosis. The new ICD11 codes now include congenital Lyme borreliosis, and dementia and central nervous system demyelination due to Lyme borreliosis. ICD11 codes also recognize: Disseminated Lyme borreliosis, Lyme Neuroborreliosis, Lyme Carditis, Ophthalmic Lyme borreliosis, Lyme arthritis, Late cutaneous Lyme borreliosis, Other specified disseminated Lyme borreliosis, Disseminated Lyme borreliosis, unspecified, Infectious panuveitis in Lyme disease and Infectious intermediate uveitis in Lyme disease.

At the end of the workshop on "New Theoretical Concepts in Physical Chemistry", one of the participants made an attempt to present a first impression of its achievements from his own personal standpoint. Appar ently his views reflected a general feeling, so that the organizers thought they would be suitable as a presentation of the proceedings for future readers. That is the background from which this foreword was born. The scope of the workshop is a very broad one. There are contribu tions from mathematics, physics, crystallography, chemistry and biology; the problems are approached either by means of axiomatic and rigorous methods, or at an empirical phenomenological level. This same diversifi cation can be found in the new basic concepts presented. Some arise from pure theoretical investigation in C*-algebra or in quantum probability theory; others from an analysis of very complex experimental data like nuclear energy levels, or processes on the frontier between classical and quantum physics; others again have their origin in the discovery of new ordered structures like the icosahedral crystal phases, or the knots of DNA molecules; others follow from the application of ideas like frac tals or chaos to new fields like spectral theory or chemical reactions. It is to be expected that readers will have to face the same sort of difficulties as did the participants in understanding such diverse languages, in applying themselves to subjects possibly far from their own experience, and in grasping highly sophisticated new concepts.

While the number of vector-borne diseases and their incidence in Europe is much less than in tropical and/or developing countries, there are nevertheless a substantial number of such infections in Europe. The most important one is the zoonotic arbovirus infection Tick-Borne Encephalitis (TBE), a virus transmitted to humans by ticks or by consumption of unpasteurized dairy products from infected cows, goats, or sheep. TBE is endemic in the non-tropical Eurasian forest belt with most cases occurring in Russia and in central and eastern parts of Europe. In endemic areas, TBE is one of the most important causes of viral meningitis/encephalitis and a major public health concern. Moreover, TBE is becoming more and more frequent in Europe due to the appearance of new endemic areas and increasing awareness. However, it might be difficult to diagnose TBE, because clinical manifestations tend to be relatively nonspecific. Although a standardized case definition across the European Union has existed now for a few years, national implementation of TBE programs, including regular screening and diagnosis, are done in only very few countries. Therefore, wide differences in the intensity and quality of national surveillance of TBE cases still exist, and the true burden of disease and the areas with circulation of the TBE viral subtypes in Europe and Asia are not fully known. Moreover, although safe and effective vaccines are available, vaccination uptake in most endemic countries is too low to reduce the TBE burden significantly. The authors of “The TBE Book’ therefore have tried to compile in this “working book” the most recent and relevant aspects of TBE.
