Een gezonde en evenwichtige ontwikkeling van de jeugd is van groot belang voor de samenleving. De WRR onderzoekt in het rapport Jeugd welke ontwikkelingen de manier waarop jongeren zich een plaats in de samenleving verwerven, beïnvloeden. De aandacht gaat uit naar drie punten: of de overheid een adequate theoretische pedagogische grondslag hanteert voor een algemeen beleid en of deze grondslag doorwerkt in het beleid dat vorm geeft aan de pedagogische infrastructuur en de specifieke jeugdzorg in Nederland. Tevens wordt de verdeling van de verantwoordelijkheid van ouders, overheid en samenleving voor het opvoeden en opgroeien, onderzocht. Jeugd is een vervolg op het in 1999 gepubliceerde rapport Generatiebewust beleid, waarin de nadruk lag op de invloed van de groeiende groep ouderen in de samenleving. In Jeugd ligt het accent op het perspectief van de jeugd en haar toekomstkansen.

There is a clear relation between the way children are raised and the way the world is heading. Famous philosophers and educationists such as Kant, Dewey, Montessori and Freire, exposed clearly the direct link between the social and political abuses of their time and the way in which children were brought up. From their analysis they each conceived the ambition of making the world a better place through educational reform. For various reasons it is not fashionable these days to make any kind of direct connection between child upbringing and ‘the state of the world’. The project of child-rearing gradually became focussed on individual development. In this book, Dutch child-psychologist Micha de Winter argues that there should be much more to child-raising, education and youth policy – for example, to learn to understand and practice democratic citizenship, humanity and freedom. Er is een heftige maatschappelijke discussie gaande over de ‘jeugd van tegenwoordig’ en de opvoeding die deze krijgt. Problemen van kinderen worden steeds minder gezien als horend bij een (soms moeizaam) proces van opgroeien en opvoeden, en steeds meer als een signaal dat professionals moeten optreden en zo nodig ingrijpen. Zo ontstaat een toenemende ‘export’ van kinderen uit hun gewone leefsituatie naar professionele behandelcontexten. Ongeveer één op de zeven kinderen heeft op dit moment een indicatie voor speciale zorg, speciaal onderwijs of hulp in een justitieel kader. De verwachting is dat deze pedagogische professionals kinderen en/of ouders ‘repareren’, zodat het opgroeien en opvoeden daarna ongestoord kan verlopen. Deze ontwikkeling zal hier kritisch geëvalueerd worden door haar te plaatsten tegen de achtergrond van empirische kennis over opvoedingsprocessen en effectieve opvoedingsondersteuning. Tot slot zal beschreven worden welke implicaties deze analyse heeft voor de rol van de (opleiding van) beroepsbeoefenaren in het pedagogische werkveld.
