This book examines knowledge and policy transfer from the perspectives of Brazil and China. It assesses how these two nations have emerged as providers of ideas and models that contribute to the global offer of public policies. With a variety of case studies in areas such as health, food security and infrastructure, the volume offers new insights into the distinct levels through which knowledge and policy transfers take place, including the local, regional, national and supranational. It develops a multidimensional framework of analysis that considers the agents, objects, and mechanisms for knowledge and policy transfer, as well as the structures and timings within which they operate. Unlike previous studies on policy transfer – which largely focus on North-North and North-South learning processes – this book offers an innovative approach to this area of study. By reflecting on the experiences of these two rising powers, it provides fresh insights on the future of knowledge and policy transfer as global power dynamics shift. This interdisciplinary study will appeal to students and scholars of policy transfer, development studies, international relations and public policy.

The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil. This book will be of interest to researchers of International Development, South-South Cooperation, International Relations, and those working on Brazil specifically.

Since the early 2000s, state-led and innovation-focused strategies have characterized the approach to development pursued in countries around the world, such as China, India, and South Korea. Brazil, the largest and most industrialized economy in Latin America, demonstrates both the opportunities and challenges of this approach. Over the course of nearly 20 years, the Brazilian government enacted various policies and programs designed to strengthen the country’s capacity to innovate. It increased spending on science and technology, encouraged greater collaboration between industry and universities, and fostered the creation of new institutions whose primary aim was to facilitate greater private research and development (R&D) spending. In this book, the editors unite a diverse array of empirical contributions around a few key themes, including public policies, institutions and innovation ecosystems, and firms and industries, that collectively make the case for a new, forward-looking innovation agenda aimed at addressing persistent challenges and exploiting emerging opportunities in Brazil. Its conclusions offer valuable lessons for other developing and emerging economies seeking to accelerate innovation and growth in the modern age. With its interdisciplinary and wide-ranging contribution to the study of innovation, as well as attention to broader policy implications, this book will appeal to scholars and professionals alike.

In Chinese Economic Statecraft, William J. Norris introduces an innovative theory that pinpoints how states employ economic tools of national power to pursue their strategic objectives. Norris shows what Chinese economic statecraft is, how it works, and why it is more or less effective. Norris provides an accessible tool kit to help us better understand important economic developments in the People’s Republic of China. He links domestic Chinese political economy with the international ramifications of China’s economic power as a tool for realizing China’s strategic foreign policy interests. He presents a novel approach to studying economic statecraft that calls attention to the central challenge of how the state is (or is not) able to control and direct the behavior of economic actors. Norris identifies key causes of Chinese state control through tightly structured, substate and crossnational comparisons of business-government relations. These cases range across three important arenas of China’s grand strategy that prominently feature a strategic role for economics: China’s efforts to secure access to vital raw materials located abroad, Mainland relations toward Taiwan, and China’s sovereign wealth funds. Norris spent more than two years conducting field research in China and Taiwan during which he interviewed current and former government officials, academics, bankers, journalists, advisors, lawyers, and businesspeople. The ideas in this book are applicable beyond China and help us to understand how states exercise international economic power in the twenty-first century.

This book presents novel approaches to further SouthSouth Cooperation (SSC) on a global scale. The evolving aid architecture and mounting development challenges demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation. With the rise of emerging powers, we face an important question: ls the changing global order transforming the nature of development cooperation? Promoting equitable broad-based growth in order to alleviate poverty, calls for a new understanding of the principles of development assistance, good governance, transparency, ownership, and accountability. This book is published in English.

The book arose from a multi-disciplinary study which looked at the development of global-local manufacturing clusters in the context of a developing, Asian economy. The study demonstrates the connection amongst theoretical perspectives such as international business, development studies, economic geography, and organisational learning clusters/production networks through an in-depth case study of the Indonesian automotive cluster. The book gives a detailed account of two automotive clusters (Toyota and Honda) and their contribution to regional economic development in emerging economies in Asian region. The book builds on existing literature to develop a theoretical framework to shed light on the study's empirical findings. The book discusses practical implications for both the business community and policy makers. The discussion on global-local networks in an Asian context supplements existing literature and case studies in the field. This is one of the few books that explicitly links regional clusters to global networks. The book offers a refreshingly international (Asian) perspective to the literature on clusters and economic geography for emerging economies.
