This volume examines the connection between culture and defence by providing an inside look at Brazil’s aerospace strategies. Brazil is becoming increasingly important geopolitically, and several studies have sought to further understanding of this new position in the international arena. This volume aims to provide a better understanding of the Brazilian nation, its security dilemmas, and how the country seeks to develop its defence training process and improve its professional military education. Organised into two parts, the chapters offer academic dialogues on several aspects of this topic, including public politics and the law, joint operations, human factors and the government interchanges with industry. The first section analyses Brazilian defence policy and strategy, discussing different aspects of aerospace power and Brazilian security perspectives. Chapters discuss the relationship between Brazil and the United States, which blend aspects of the generation of knowledge, science, technology and innovation, and point to economic issues and the Defence Industrial Base. Specific implications of the Brazilian air space, compared with Europe and the United States, also are exposed. Thereafter, the second section looks at specific aspects of professional military education and explains the Brazilian approach to strengthening its aerospace power. This includes military education and performance, interdisciplinary studies, working jointly, multivariate analysis and cases. The nature of the military institution in Brazil, its relations with civilian governments up to 1964, and its use of power since the coup of that year are examined by Alfred Stepan. Throughout his study, while looking at the Brazilian experience, he tests and reformulates implicit and explicit models, propositions, and middle-range hypotheses in the literature of civil-military relations and in political development theory. For more than half a century, the Brazilian army used fear and censorship to erase aspects of its history from public memory and to create its own political myths. Although the military had remarkable success in promoting its version of events, recent democratization has allowed scholars access to new materials with which to challenge the "official story." Drawing on oral histories, secret police documents, memoirs of dissident officers, army records, and other sources only recently made available, Shawn Smallman crafts a compelling, revisionist interpretation of Brazil's political history from 1889 to 1954. Smallman examines the topics the Brazilian military wished to obscure--racial politics and terror campaigns, institutional corruption and civil-military alliances, political torture and personal rivalries--to understand the army's growing involvement in civilian affairs. Among the myths he confronts are the military's idealized rendition of its racial policies and its portrayal of itself as above the corruption associated with politicians.
