Since 1945, Britain has had to cope with a slow descent from international primacy. The decline in global influence was intended to be offset by the United Kingdom’s entry into Europe in 1975, with the result that national foreign policy came to rest on the two pillars of the Atlantic alliance and the Common Foreign and Security Policy of the EU. Yet, with Brexit, one of these pillars is now being removed, leaving Britain facing some serious challenges arising from the prospect of independence. In this incisive book, Christopher Hill explores what lies ahead for British foreign policy in the shadows of Brexit and a more distant and protectionist America under Donald Trump. While there is much talk of a renewed global profile for the UK, Hill cautions that this is going to be difficult to turn into practical reality. Geography, history and limited resources mean that Britain is doomed to seek a continued foreign policy partnership with the Member States of the Union – only now it will be from outside the room looking in. As a result, there is the distinct possibility that both British and European foreign policies will end up worse off as the result of their divorce.

How far did the European Union (EU) referendum result of 23 June 2016 really justify and necessitate the policies executed in response to it? What are the implications of that vote and its prolonged aftermath for the United Kingdom (UK) constitution? What other challenges does our political system face? This book seeks to answer these questions. It considers from a constitutional perspective the way in which the decision to leave the EU was taken and then implemented, discussing in particular the role of Parliament. It includes a close analysis of the referendum legislation, and relevant Commons debates. Adapting methods from applied history, the author considers the wider implications of Brexit by assessing a series of proposals for constitutional reform produced in the UK since 1900. He addresses features of the UK system including referendums, representative democracy, Parliament, devolution, and the executive, from both an historic and contemporary point of view. The book assesses other issues that do not arise directly from Brexit but that have constitutional implications and a global aspect to them. Brexit represents a momentous event for the European Union, with important implications on the future of Europe. While most scholarly attention has focused on the Brexit process and its consequences for the United Kingdom, and UK-EU relations, Brexit has had important consequences also for the EU. This book examines how the EU has changed during Brexit and because of Brexit, while also reflecting on the developments of the EU besides Brexit and beyond Brexit. As the book argues, the UK withdrawal from the EU - the first ever case of disintegration since the start of the European integration process - creates an urgent need to reform the EU. In fact, while the EU institutions and its member states have remained united in their negotiations vis-à-vis the UK, Brexit has created transitional problems for the EU, and exposed other serious fissures in its system of governance which need to be addressed moving forward. As the EU goes through another major crisis in the form of the response to the Covid-19 pandemic, the case for increasing the effectiveness and the legitimacy of the EU grows stronger. In this context, the book analyses the plan to establish a Conference on the Future of Europe, examines its precedents and discusses its prospects. As the book suggests that, after Brexit, the initiative to launch a Conference on the Future of Europe is a necessary step to renew the EU and relaunch integration.
