Small and medium enterprises (SMEs) in all industrial countries have a great need for technical and scientific data and product and market information. SMEs also produce useful information of mutual benefit for themselves. A proper and healthy development of SMEs in developing, as well as in many industrialized countries in Europe and elsewhere will require a number of support services, among which the development of infrastructural information services is a key element. Rapid progress in information technologies has reduced the cost and increased the availability of powerful workstations, personal computers and new communication facilities. This has created new opportunities for using these and other appropriate technologies to conceive practical information services for SMEs. This book contains the proceedings of an international seminar on distri- buted database systems for SMEs held in Beijing, People's Republic of China, in May 1989. The seminar was organized as a joint undertaking of the Institute of Scientific and Technological Information of China (ISTIC), the United Nations Centre for Science and Technology for Development (CSTD) and the Commission of the European Communities (CEC). Recommendations cover operational concepts, methodology and technologies to be applied in the various stages of infrastructural evolution. Dr. Ganzhorn is a member of the United Nations Advisory Committee on Science and Technology for Development, a body composed of 28 personalities of repute with diverse backgrounds from all over the world. He is a former Director of Science and Technology of IBM Europe, an Honorary Professor at the University of Karlsruhe and a former President of the German Physical Society. Dr. Faustoferri is an Information Systems Officer of the United Nations Industrial Development Organization (UNIDO). At the time of the Beijing seminar, he was an Associate Expert with the United Nations Centre for Science and Technology for Development (CSTD).

Imagining the healthcare of the future is an interesting exercise, and although nobody can predict precisely what systems might operate in ten year’s time, the possibilities which already exist can give us a clue as to how healthcare may be managed by 2030. This book presents papers from the conference Healthcare of the Future, held in Biel/Bienne, Switzerland, on 5 April 2019. The conference reflects some of the results of a two year multi-stakeholder Swiss research program in medical informatics. The research program, which began in 2016, saw 25 stakeholders cooperating for an integrated cross-sectoral treatment pathway with the goal of avoiding communication gaps and information loss among the different participants within the treatment process. The principal goals were to improve and accelerate healthcare processes and empower the patient to play an active and decisive role within their own care process. The project highlighted interaction between caregivers, patients and healthcare institutions based on modern information technology. Topics covered are divided into 4 sections: workflows in healthcare; how does eHealth change the care process; knowledge based IT support; and eHealth and the informed patient, and the book also includes the keynote conference speech on improving the hospital-patient relationship with digital communication. The promise of the Semantic Web is that future web pages will be annotated not only with bright colors and fancy fonts as they are now, but with annotation extracted from large domain ontologies that specify, to a computer in a way that it can exploit, what information is contained on the given web page. The presence of this information will allow software agents to examine pages and to make decisions about content as humans are able to do now. The classic method of building an ontology is to gather a committee of experts in the domain to be modeled by the ontology, and to have this committee agree on which concepts cover the domain, on which terms describe which concepts, on what relations exist between each concept and what the possible attributes of each concept are. All ontology learning systems begin with an ontology structure, which may just be an empty logical structure, and a collection of texts in the domain to be modeled. An ontology learning system can be seen as an interplay between three things: an existing ontology, a collection of texts, and lexical syntactic patterns. The Semantic Web will only be a reality if we can create structured, unambiguous ontologies that model domain knowledge that computers can handle. The creation of vast arrays of such ontologies, to be used to mark-up web pages for the Semantic Web, can only be accomplished by computer tools that can extract and build large parts of these ontologies automatically. This book provides the state-of-art of many automatic extraction and modeling techniques for ontology building. The maturation of these techniques will lead to the creation of the Semantic Web.
