At the moment of the publication of this book 75 years have passed since the defeat and beginning of the occupation of Germany by the victorious Allies, and 30 years since the reunification of the country, within restricted boundaries, after 45 years of division. I was born in the New World 20 years after the end of the war, lived most of my youth with the reality of the division, and witnessed the whole reunification process, as a member of a family of German descent living outside Germany. My interest in the subject, plus several logical links to Germany, a vision "from abroad" and obviously my knowledge of German, helped me to start preparing in 1987, well before any possibility of reunification existed, a legal thesis which, unexpectedly, even for me, turned into reality with the fall of the Berlin Wall in 1989 and the reunification in 1990. I was able to deliver the final work, my professional thesis, personally into the hands of Federal President Richard von Weizsäcker during his state visit to Mexico in 1992. And shortly thereafter I received from him a very rewarding letter. But just now, after 30 years, I am able to publish in English this reworked and updated version of my original thesis, now as a history book. I have tried to condense and explain the facts of 45 years of division so Germans and foreigners can have a full and objective view of all the aspects -historical, political, territorial and legal alike- pertaining to the so-called "German Question" during the period 1945-1990. El 19 de junio de 1867 murieron fusilados en el Cerro de las Campanas de Querétaro, el Emperador Maximiliano I de México y sus leales generales Miguel Miramón y Tomás Mejía. Tras esto se inició un largo proceso para repatriar desde México a Austria tanto el cadáver de Maximiliano como los restos dispersos de su derrotado ejército. Para ello, el Emperador Francisco José I de Austria, hermano de Maximiliano, envió a México a su vicealmirante Wilhelm von Tegetthoff, junto con las fragatas Novara y Elisabeth. Finalmente, tras múltiples vicisitudes y contratiempos, el cadáver del difunto Emperador mexicano fue recuperado y devuelto a Viena, donde hoy descansa en la Cripta Imperial de los Habsburgo. Paralelamente, sus derrotados soldados, arribando en diversas etapas a Veracruz y en penosas condiciones humanas, fueron, muy eficientemente, aprovisionados y reembarcados hacia Europa. Se trata de un capítulo prácticamente desconocido de la Historia de México, que envuelve a infinidad de personas, en su gran mayoría -aunque no todos- comerciantes alemanes residentes en México, quienes, bien en vida de Maximiliano, o bien habiendo ya éste fallecido, desempeñaron fundamentales funciones que los hicieron acreedores del eterno y más profundo agradecimiento del gobierno imperial austriaco. El 26 de enero de 1868, el Emperador Francisco José concedió importantes condecoraciones a un grupo selecto de hombres, “en reconocimiento, en parte por los servicios personalmente prestados al inmortalizado Emperador Maximiliano, en parte por las meritorias gestiones para la repatriación de la disuelta Legión Mexicana Austriaca, y además por el solícito apoyo otorgado a Mi vicealmirante von Tegetthoff durante su difícil misión...”. Uno de los principales galardonados fue el muy joven comerciante bremense residente en Veracruz Heinrich Ludwig Wiechers, bisabuelo del autor de estas líneas. La condecoración que le otorgó el Emperador Francisco José, la Orden de la Corona de Hierro de Tercera Clase, existe todavía en perfectas condiciones en poder de sus descendientes; una fotografía de ella es la que se acompaña en la portada de este libro. Partiendo de la investigación sobre la vida de H.L. Wiechers nos fue posible, entonces, desentrañar todo este capítulo de la Historia de México y adentrarnos en la vida de todos quienes se hicieron merecedores del agradecimiento imperial. Todos ellos hombres muy valientes, cuya vida y obra merece ser relatada.

Based on long-term ethnographic research in the art worlds of Istanbul and Berlin, The National Frame rethinks the politics of art by focusing on the role of art in state governance.
