This report addresses the adequacy of Department of Defense support for executing security cooperation programs in Iraq and whether the Office of Security Cooperation-Iraq (OSC-I) is organized, equipped, and prepared to successfully accomplish its mission. The report: determined whether Department of Defense goals, objectives, plans, and guidance for executing security cooperation programs in Iraq through the OSC-I performing under U.S. Department of State/Chief of Mission authority are issued and sufficiently operative; determined whether the OSC-I is adequately structured and resourced to accomplish its security assistance/security cooperation mission; identified impediments to OSC-I mission accomplishment and provided suggested recommendations; and assisted the Department of State Office of the Inspector General in assessing the process used to determine short- and long-term OSC-I staffing requirements. Over a year after the OSC-I was established, we identified areas requiring management attention. Specifically, it determined that: the Departments of State and Defense disagreed on the OSC-I mission; the process used to direct OSC-I personnel reductions did not fully consider its mission priorities; the OSC-I was not fully integrated into the U.S. Mission, to include insufficient standard operating procedures; and the OSC-I did not have sufficiently trained, nor the required capability to transition sites; joint doctrine insufficiently supported the post-contingency inter-departmental transition of responsibilities in Iraq. Among other things, the report recommends that the Under Secretary of Defense for Policy designate a Senior Defense Official in Iraq; the Chief, Office of Security Cooperation-Iraq issue standard operating procedures to facilitate working within the U.S. Mission; and Commander, U.S. Central Command: issue an updated Iraq Country Plan; accelerate integrating the OSC-I within the U.S. Mission Iraq; and communicate sufficient details about OSC-I capabilities, activities, and objectives to the U.S. Country Team to enable their support, guidance, and oversight.

This book examines the United States neoconservative movement, arguing that its support for the 2003 invasion of Iraq was rooted in an intelligence theory shaped by the policy struggles of the Cold War. The origins of neoconservative engagement with intelligence theory are traced to a tradition of labour anti-communism that emerged in the early 20th century and subsequently provided the Central Intelligence Agency with key allies in the state-private networks of the Cold War era. Reflecting on the break-up of Cold War liberalism and the challenge to state-private networks in the 1970s, the book maps the neoconservative response that influenced developments in United States intelligence policy, counterintelligence and covert action. With the labour roots of neoconservatism widely acknowledged but rarely systematically pursued, this new approach deploys the neoconservative literature of intelligence as evidence of a tradition rooted in the labour anti-communist self-image as allies rather than agents of the American state. This book will be of great interest to all students of intelligence studies, Cold War history, United States foreign policy and international relations.

Hartenian’s history of George W Bush propaganda for an invasion of Iraq returns the administration’s approach to its conceptual origins. Hartenian places "evidence" in the center of his analysis, showing that Rumsfeld’s "the absence of evidence is not evidence of absence" meant that no evidence was necessary to justify an invasion. The 9/11 attacks, indeed, "changed everything" for the Bush administration and in its aftermath the time for regime change in Iraq had simply come. With no good evidence to support its fears, the administration was certain of a post-9/11-conceived Iraq–al Qaeda "nexus," just as with no evidence except the "absence of evidence" it was certain of Iraqi mastery of "denial and deception" that hid "Saddam’s" "evil" activities. Resting on Cheney’s "one percent doctrine," administration "certainty" of the threat from Iraq required a US invasion. The policy offices of Douglas Feith at the Pentagon, with the help of George Tenet at CIA, would generate a case of such fright and enormity—the "mushroom cloud"—that required administration action. Manipulating intelligence and ignoring the growing body of evidence undermining its case, the Bush administration invaded Iraq to bring about "regime change."
