For over 150 years, from 1820 up to the foundation of the United Arab Emirates in 1971, Britain and the emirates of the eastern Arabian Peninsula were linked by a relationship that was unique when compared to colonial models exercised elsewhere. From the signing of the General Treaty with the Arab Tribes of the Gulf in 1820, through to the oil and aviation concession agreements penned during the mid- to late-20th century, formal treaties and agreements with the rulers of the various emirates formed the basis of Britain’s long influence in the region, and are discussed in detail in this study. It also explores the evolution of the area’s first security force in the early 1950s—the Trucial Oman Levies (TOL), which played a key role in the security and development of the emirates. The study discusses in some detail the evolution of the Trucial States Council, from its formation in 1952, up to 1965 when the rulers of the emirates assumed the revolving chairmanship of the Council for the first time. Through its various committees, the Council played a critical role in overseeing the socio-economic development of the emirates, allocating and directing the developmental, medical and educational aid provided by Britain. Through these focus areas, this book provides a unique analysis of the role played by Britain in the internal administration of the Trucial States up to 1965, offering both scholars and casual readers valuable insight into the early administrative developments which would ultimately form the foundations of the United Arab Emirates as a modern-day federation.

Western governments, companies, economists and lawyers established the international legal order now known as international investment law to protect foreign property from a redistribution of wealth through domestic law making. This book offers a pre-history of these legal arrangements, focusing on the time before 1959 and the ratification of the first bilateral investment treaty and the ICSID Convention. It introduces new archival material, such as arbitral awards, diplomatic notes and concession agreements, as well as scholarly writings pertaining to developments in these proceedings. These materials are systematised into a coherent argument on the protection of foreign property. The book develops the important role of concession agreements and their internationalisation for the making of international investment law, thereby insisting on the private law character of the foundations of the field. In doing so it displays the analytic force of viewing law as jurisdictional practice, rather than as a system of norms.

December 2, 1971 ushered the United Arab Emirates into existence and marked the end of one hundred fifty years of British protection of the Arab states of the Gulf. Today, the UAE projects an image of modernity and prosperity; but before its formation, the emirates endured poverty and political upheaval while the rulers and people navigated the transition from autonomous city-states to modern nation states under informal British rule. This book shows how the Trucial States came to form a sovereign federation, paying particular attention to the role of nationalism and anti-imperialism. Kristi Barnwell demonstrates that the ruling sheikhs of the Gulf Arab rulers in the Gulf strove to create their new state with close ties to Great Britain, which provided technical, military and administrative assistance to the emirates, while also publicly embracing the popular ideologies of anti-imperialism and Arab socialism that were still dominating the political discourse in the Arab world. In the process, she situates the Emirates' modern history in the broader narratives of the history of the Middle East. The research draws on primary source materials from British and American government archives, speeches, and government publications from the Arab Emirates, as well as memoirs and secondary sources.

Abu Dhabi’s urban development path contrasts sharply with its exuberant neighbour, Dubai. As Alamira Reem puts it, Abu Dhabi, capital of the United Arab Emirates since 1971, ‘has been quietly devising its own plans ... to manifest its role and stature as a capital city’. Alamira Reem, a native Abu Dhabian and urban planner and researcher who has studied the emirate’s development for more than a decade, is uniquely placed to write its urban history. Following the introduction and description of Abu Dhabi’s early modern history, she focuses on three distinct periods dating from the discovery of oil in 1960, and coinciding with periods in power of the three rulers since then: Sheikh Shakhbut bin Sultan Al Nahyan (1960–1966), Sheikh Zayed bin Sultan Al Nahyan (1966–2004), and Sheikh Khalifa bin Zayed Al Nahyan (2004–). Based on archival research, key interviews and spatial mapping, she analyses the different approaches of each ruler to development; investigates the role of planning consultants, architects, developers, construction companies and government agencies; examines the emergence of comprehensive development plans and the policies underlying them; and assesses the effects of these many and varied influences on Abu Dhabi’s development. She concludes that, while much still needs to be done, Abu Dhabi’s progress towards becoming a global, sustainable city provides lessons for cities elsewhere.

Urban Modernity in the Contemporary Gulf offers a timely and engaging discussion on architectural production in the modernization era in the Arabian Peninsula.
