This book studies the relationship between British government and faith groups in its international development agenda within and beyond the context of Brexit. It includes aspects of International Relations, International Development, and Religion and Politics to trace the relationship between the British government and faith groups, showing that the relationship is enhanced on three conditions: (i) the resurgence of religion in international affairs; (ii) the attitudes of politicians and political parties towards the third sector (i.e. voluntary and private sectors); and (iii) the rising prominence of the international development agenda in British politics. The third condition triggers the need to understand this relationship in the wake of Brexit. Thus, the book aims to analyze to what extent the increasing prominence of an international development agenda in British politics explains the relationship between the government and faith groups, and ultimately whether Brexit has increased the prominence of international development agenda and brought faith groups into closer relations with the government.

The number of low income countries is falling. At the same time, the importance of global issues - conflict, climate, migration, trade, tax, financial stability, youth unemployment, urbanisation economic development, and infectious disease - is rising. The Committee argues that aid remains vital for addressing poverty in poor countries, for encouraging economic development, for providing global goods such as tackling climate change, combating diseases such as Ebola and providing humanitarian assistance, but new forms of co-operation have to be developed in order to meet these challenges. This will include new financial mechanisms and facilitating links with UK institutions in a wide range of areas, including health, education, culture, law, culture and science. This will require the Department for International Development (DFID) to put more emphasis on working with small organisations and less on programme management.As the focus moves away from aid, policy coherence for development must be at the heart of a new approach. This means working across Government in the UK, and with global partners in the multilateral system, to maximise the impact on development of all the UK's actions. This approach and changes will require DFID staff to develop different skills.

Launched by the Prime Minister in February 2004, the aim of the Commission for Africa is to create an agenda for action to focus on development in Africa and to accelerate progress towards achievement of the Millennium Development Goals. The Commission intends to publish a report in March 2005, with recommendations for the G8 and the European Union on how governments in the developed world can contribute towards a global partnership for Africa's development. In this context, this report by the International Development Committee examines the need for policy coherence in support of development objectives across governments, and makes recommendations focused primarily on the responsibilities of the G8. The Committee finds that the Commission can do much to shame and encourage the G8 into keeping its promises, taking policy coherence more seriously, and changing the policies which undermine Africa's ability to prosper in the global economy. With the UK government taking on the presidencies of both the EU and the G8 in 2005, the Committee concludes that this year can be a turning point, and the opportunity for change must not be missed.
