In 1999 the Blair government introduced British devolution as part of a major programme of constitutional reform. This development posed major questions concerning how relations with the European Union would be affected. Previously, policymaking in the UK had been centralized on Whitehall and Westminster. However, devolution to Scotland and Wales introduced new actors; the Scottish Executive and Parliament, and the National Assembly for Wales. This study explores the institutional changes designed to accommodate these devolved authorities, whilst maintaining a central role for the UK government.

This book is the fifth, and final, volume in the State of the Nations yearbook series on devolution in the UK. This book explores the future of devolution, by examining the new political dynamics devolution has put into play. These concern devolution's operation and also its impact - how devolution has altered politics in the parts of the UK that experience devolution and in the UK as a whole. Chapters examine the key topics in devolution, and examine the interplay between institutional change and social, economic and political forces (both those that existed before devolution and those brought into being by it). This interplay creates scope for varying forms of change, but what that change means varies from topic to topic. In some cases - such as Wales - institutional issues remain to the fore, while in others - such as Scotland - pressures for institutional change are relatively limited but the devolved institutions create scope for new political factors to come into play.

Britain's relationship with the European Union (EU) is frequently viewed as simple by the media and politicians. In ways - never really explained - the EU has managed to 'take away' Britain's sovereign powers and has the ability to determine much of its legislation. The history of how this has occurred is never discussed, unlike other countries in Europe. How Europe shapes British public policy examines the development of the EU as a sectarian issue in the UK. It discusses the effects of disengagement through the political practices of policy making and the implications that this has had for depoliticisation in government and the civil service. It considers the effects of EU membership in shaping key policy areas - trade and privatisation, the single market and the environment, and subsidiarity in the development and implementation of devolved and decentralised governance. This book gives new and essential insights for students and practitioners of politics, governance and international relations.

These essays examine the Europeanization of the political system of the Federal Republic of Germany across the polity, politics and public policy dimensions. The book's 17 chapters focus on three key themes: the challenge to the power of Germany to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena associated with Europeanization; and domestic contestation over both the 'constitutive politics of the EU' and specific policy choices. This volume is essential reading for students of comparative European politics and German studies.

The European Union, as a regulatory polity based on integration through law, arguably relies more on legal compliance with its policies than any other political system. Proceeding from this point of departure, this book puts the spotlight on the subnational tier and scrutinizes its role in ensuring compliance. Drawing on a dataset of infringement proceedings against federal and regionalized member states, the book shows that strong shared rule, i.e., strong cooperation between national and subnational authorities, can improve national compliance records. In contrast, policy sectors with strong redistributive consequences impair subnational authorities’ capacity to comply. In short, policy and politics matter more than polity.

Sustainable Development And Governance In Europe written by Pamela M. Barnes and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-06-26 with Political Science categories.
This book analyses the evolution of the sustainability discourse in the European Union, exploring the conditions necessary for sustainable development to move from a conceptual model into a model for action for strategic decision makers at all levels of governance. This book questions the extent to which the discourse on sustainability has become embedded into governance structures in Europe. It focuses on the importance of the nature of the language of the political discourse on sustainability and how ideas are communicated amongst the actors and stakeholders in the policy making process, as well as assessing the conceptual, political, institutional and operational barriers apparent across the European geographic region. Drawing case studies from numerous policy areas including climate change, EU emissions trading scheme, renewable energy, nuclear energy, the European integrated energy market, transport mobility, and environmental protection, expert contributors unveil a narrowing of the discourse on sustainability that has taken place in Europe. However, a considerable discontinuity remains between the economic and environmental objectives of sustainable development, and the authors argue that it is essential that conditions for a dynamic discourse, open to multiple participants, are developed. Sustainable Development and Governance in Europe will be of strong interest to students and scholars of comparative politics, governance, sustainable development and environmental politics and studies.
