There is a growing need to provide eye protection to military personnel at risk from laser beams, many of which have the ability to blind a person by burning the retina. This program has taken a new approach to protective filters: an optical interference filter that blocks the entire visible spectrum except for three narrow transmission bands, one in the red, one in the green and one in the blue. The new filter blocks all of the currently- identified threat wavelengths as well as some that have not (yet) been identified as threats. The total light transmission is only 6%; and yet, since the wavelengths passed are essentially the primary colors of human vision, vision through the filter is bright and clear and in full natural color. In highway testing behind the wheel of an automobile, visual acuity was excellent; red lights were red; the yellow line was yellow; the blue sky was blue; and white cars were white. But laser threat wavelengths could not be seen.

Fabrication of holographic broadband laser eye protection (BLEP) filters was investigated as a new approach to protecting ground troops from eye damage by near infrared (IR) lasers. The infrared broadband filters combined high optical density (OD>4), high photopic visual transmission efficiency (60 to 75%) and large angular protection (>40 deg) for the 694 nm wavelength and with the environmental stability necessary for battlefield conditions. Phase I research successfully fabricated broadband IR filters with excellent optical qualities. In addition, BLEP filters are compatible with flat and curved polycarbonate substrates and can be combined with absorption dye technology to yield cost effective hybrid technology for laser eyewear. This technology should be able to supply complete wavelength and angular laser protection for the near IR portion of the spectrum from 690 nm to 1100 nm for the Army's spectacle, goggle or visor configurations with appropriate OD and photopic efficiency. Further research is needed to extend this technology to contain hybrid scenarios on the various substrates noted above. The benefits are that protection against all agile laser threats in the 690 nm to 1100 nm region will be developed. Commercial applications of this broadband near IR rejection filter technology are to automotive and architectural Window glass coating for the reduction of cooling loads. In addition to eye protection, BLEP filters can be used for cockpit display filters, for night vision goggles, for broadband IR reflectors for space solar cell arrays, and perhaps even for very large (greater than 1 sq. m.) near IR optical mirrors.

Ocular protection against laser radiation and ballistic fragments is required for military aviators and ground personnel. Protection against laser radiation in several laser hazard and threat wavelength regions is required to prevent ocular injury from existing potentially hazardous systems. The laser hazard and threat wavelengths extend from the ultraviolet through the near infrared. There is potential for a cost effective protection against fixed wavelength threats utilizing narrow-band holographic reflection filters for the visible portion of the spectrum. The IR portion of the spectrum can also be fully protected, by using the broad-band holographic filters that were being developed and tested during the first year of this program. POC's concept of broad-band near IR reflection filter fabrication in based on volume Bragg holography using photopolymers and dichromated gelatins. The successful performance of broad-band IR filters depends upon the survivability of their optical material (in this case, photopolymer or dichromated gelatin or a modified and/or composite graft of gelatin and polymer). As a result, chemical modifications to dichromated gelatin (DCG) through synthesis and chemical wet processing, can produce DCG based broad-band filters which are very stable to environmental changes of temperature, pressure, sunlight, etc.
