Studienarbeit aus dem Jahr 2002 im Fachbereich VWL - Statistik und Methoden, Note: 1, Hochschule Ansbach - Hochschule für angewandte Wissenschaften Fachhochschule Ansbach (VWL), Veranstaltung: Empirische Wirtschaftsanalyse, Sprache: Deutsch, Abstract: Nicht nur der eben zitierte Präsident der Deutschen Bundesbank Herr Ernst Welteke, sondern auch jüngste Wirtschaftswachstumsprognosen des Internationalen Währungsfonds (IWF), zeichnen für das Jahr 2001 ein düsteres Bild für die konjunkturelle Lage in der Bundesrepublik Deutschland und den führenden Industrienationen.2 Das Wirtschaftswachstum der bedeutensten Volkswirtschaften, das sich an der Veränderung des Bruttoinlandsproduktes (BIP) im Vergleich zum Vorjahr ablesen lässt, hat sich dabei dramatisch verringert. Erst 2002 wird sich laut aktueller IWF-Studie die weltweite Wirtschaftslage wieder erholen. Wie nachfolgende Grafik zeigt, fällt dabei die Konjunkturdelle in Italien, Frankreich und Großbritannien geringer aus als in Deutschland und in den Vereinigten Staaten: [Abbildung in dieser Online-Vorschau nicht enthalten] Abb. 1: „Die Veränderung des BIP im Vergleich zum Vorjahr“3 Wie eben erwähnt, lässt sich also an der prozentualen Veränderung des Bruttoinlandsproduktes im Verhältnis zum Vorjahr das Wirtschaftswachstum eines Landes ablesen. Der Wert des Bruttoinlandsproduktes ist somit eine wichtige Kenngröße, die in Deutschland mit Hilfe der sogenannten Volkswirtschaftlichen Gesamtrechnung durch das Bundesamt für Statistik ermittelt wird. Das Ergebnis dient als Grundlage weiterer wirtschaftspolitischer Entscheidungen. Innerhalb der EU dienen die Angaben zum Bruttonationaleinkommen (BNE) beispielsweise zur Berechnung der Eigenmittel, also der Mitgliedsbeiträge der einzelnen Staaten an die EU. In der vorliegenden Studienarbeit soll deshalb die Berechnung des Bruttoinlandsproduktes thematisiert werden. Dazu gliedert sich die Studienarbeit inhaltlich in mehrere Abschnitte. In den ersten Kapiteln sollen zunächst grundlegende volkswirtschaftliche Zusammenhänge und Begriffsdefinitionen behandelt werden, um dann in den weiteren Kapiteln explizit auf die Berechnung und die verschiedenen Ermittlungsarten des Bruttoinlandsproduktes einzugehen. Gegenstand der weiteren Ausführungen werden die Probleme bei der Berechnung des Bruttoinlandsproduktes und die Thematisierung verschiedener Prognosemethoden zur Schätzung des zukünftigen Bruttoinlandsproduktes sein. Studies in Global Econometrics is a collection of essays on the use of cross-country data based on purchasing power parities. The two major applications are the development over time of per capital gross domestic products, (including that of their inequalities among countries and regions) and the fitting of cross-country demand equations for broad groups of consumer goods. The introductory chapter provides highlights of the author's work as relating to these developments. One of the main topics of the work is a system of demand equations for broad groups of consumer goods fitted by means of cross-country data. These data are from the International Comparison Program, which provides PPP-based figures for a number of years and countries. Similar data are used for the measurement of the dispersion of national per capita incomes between and within seven geographic regions.

Conventional measures of national income and product and its components have proved enormously useful as indexes of economic activity and as the empirical foundations of much of macroeconomic analysis. Robert Eisner's The Total Incomes System of Accounts (TISA) brings critical new dimensions to those measures. It offers systematic extensions and expansions in an effort to count all of the output that goes into economic well-being, now and in the future. Eisner counts nonmarket as well as market production, including vast amounts of services produced by housewives and others in the home, capital formation by government and households as well as business, human and intangible capital invested in education, R&D, and health care, as well as tangible capital. He offers measures of net revaluations of tangible assets, redefines the critical boundaries between final and intermediate outputs, and presents separate sector accounts for business, nonprofit institutions, government, government enterprises and households, which make clear the major contributions of nonbusiness sectors to our total national income. For these and other extensions, Eisner's TISA offers detailed and comprehensive income and product accounts in current dollars and product accounts in constant dollars for all of the years from 1946 to 1981, along with measures of capital stocks. Estimates of consumption, investment, and production functions with the new data sets, a review of other sets of extended accounts, and a detailed description of sources and methods are also provided.

Ein großer Anteil der Einnahmen im EU-Haushalt beruht auf Eigenmitteln, die auf der Grundlage des Bruttonationaleinkommens (BNE) der Mitgliedstaaten berechnet werden. Die wirksame Überprüfung der BNE-Daten ist von entscheidender Bedeutung für die Sicherstellung der korrekten und gerechten Berechnung der jeweiligen Beiträge der Mitgliedstaaten. Der Hof prüfte die Wirksamkeit der von der Kommission vorgenommenen Überprüfung dieser Daten für die Jahre 2002-2007, die seit 2012 endgültig sind. Auch wenn diese Überprüfung die Qualität der BNE-Daten möglicherweise durchaus verbessert, kam der Hof zu dem Schluss, dass diese Überprüfung nicht ausreichend strukturiert und gezielt war, um vollständig wirksam zu sein. Der Hof empfiehlt, dass sich die Kommission auf der Grundlage eines strukturierten, formalisierten Planungs- und Priorisierungsverfahrens gezielt auf wesentliche und risikoanfällige BNE-Bestandteile konzentriert.

Centrally planned economies (CPEs) account for about a third of the world's population and about a fourth of its output. In view of their importance in the world economy, they need to be included in international comparitive studies. Their inclusion, however, presents problems for several reasons. First, CPEs report net material product, not gross national product (GNP). Also, their prices are set and exchange rates are set administratively, so that conversion to dollars is problematic. Finally, they compute growth rates using methods that in most cases are strongly upward biased. This report tries to identify and evaluate alternative methods for computing the levels and growth rates of the GNPs of centrally planned economies and to undertake illustrative benchmark year computations.
