Conventional measures of national income and product and its components have proved enormously useful as indexes of economic activity and as the empirical foundations of much of macroeconomic analysis. Robert Eisner's The Total Incomes System of Accounts (TISA) brings critical new dimensions to those measures. It offers systematic extensions and expansions in an effort to count all of the output that goes into economic well-being, now and in the future. Eisner counts nonmarket as well as market production, including vast amounts of services produced by housewives and others in the home, capital formation by government and households as well as business, human and intangible capital invested in education, R&D, and health care, as well as tangible capital. He offers measures of net revaluations of tangible assets, redefines the critical boundaries between final and intermediate outputs, and presents separate sector accounts for business, nonprofit institutions, government, government enterprises and households, which make clear the major contributions of nonbusiness sectors to our total national income. For these and other extensions, Eisner's TISA offers detailed and comprehensive income and product accounts in current dollars and product accounts in constant dollars for all of the years from 1946 to 1981, along with measures of capital stocks. Estimates of consumption, investment, and production functions with the new data sets, a review of other sets of extended accounts, and a detailed description of sources and methods are also provided.

The standard policy prescription to enhance the productivity of agriculture in a developing country like Vietnam is first to encourage the investment of farmers in their human and social capital and then to change the governmental institutions to facilitate the farmers investment. This book, therefore, analyzes the investment of farmers in their health, education, and social relationships in the context of Vietnams recent agrarian transition. Using the tools of regression analysis, the author has tried to measure the rate of return of investment in health, education, and social relationship of farmers on their income. Additionally, to measure the effect of local government policy on the performance of agricultural firms at the provincial level, the book applies current techniques to estimate the relationship between output of agricultural firms and performance of local government. As in other low-developed countries, the rate of return of investment in education is quite extreme and the rate of investment in health is small. The effect of investment in social capital of farmers on their income is quite complex due to the complication of the term social capital. Moreover, the effect of quality of local institutions on performance of agricultural firms at the provincial level is not quite statistically significant. The relationship is similar with other research findings worldwide when researchers want to measure the effect of quality of institution on the performance of firms.

In recent years the definition of an economic transfer—a payment to an individual or institution that does not arise out of current productive activity—has been subject to even wider interpretation. This volume addresses that trend and introduces new methods of measuring transfers in the American economy. Social security, private pension benefits, housing, and health care are traditional kinds of transfers. Accurate measurements of the degree and effect of these and of other, newly interpreted transfers are vital to economic policy making. Though this volume is not directly concerned with policy-making issues, it does impinge on many areas of current public concern; methods of transfer valuation, for example, may affect how we view the status of the aged. Researchers, policy analysts, and those who compile statistics on which social programs are based on will value the diverse approaches of these ten papers and their accompanying comments.
