Making Sense of Tantric Buddhism fundamentally rethinks the nature of the transgressive theories and practices of the Buddhist Tantric traditions, challenging the notion that the Tantras were “marginal” or primitive and situating them instead—both ideologically and institutionally—within larger trends in mainstream Buddhist and Indian culture. Critically surveying prior scholarship, Wedemeyer exposes the fallacies of attributing Tantric transgression to either the passions of lusty monks, primitive tribal rites, or slavish imitation of Saiva traditions. Through comparative analysis of modern historical narratives—that depict Tantrism as a degenerate form of Buddhism, a primal religious undercurrent, or medieval ritualism—he likewise demonstrates these to be stock patterns in the European historical imagination. Through close analysis of primary sources, Wedemeyer reveals the lived world of Tantric Buddhism as largely continuous with the Indian religious mainstream and deploys contemporary methods of semiotic and structural analysis to make sense of its seemingly repellent and immoral injunctions. Innovative, semiological readings of the influential Guhyasamaja Tantra underscore the text’s overriding concern with purity, pollution, and transcendent insight—issues shared by all Indic religions—and a large-scale, quantitative study of Tantric literature shows its radical antinomianism to be a highly managed ritual observance restricted to a sacerdotal elite. These insights into Tantric scripture and ritual clarify the continuities between South Asian Tantrism and broader currents in Indian religion, illustrating how thoroughly these “radical” communities were integrated into the intellectual, institutional, and social structures of South Asian Buddhism.

Vinaya means Discipline. The monastic discipline, comprising about three thousand pages in printed text, whose rules and traditions ended up defining every particular aspect of the way of life of the bhikkhus and bhikkhunīs. The essence of the rules for the bhikkhus is contained in the Pātimokkha, the Ascetic Codes. The conjunction of the Dhamma with the Vinaya forms the core of the Buddha's doctrine, the "Dhamma-Vinaya", that is, the Teaching and the Discipline. The purpose of the Pātimokkha was to give a good image to the laity who were the ones who ultimately supported, sustained and maintained this community. In the beginning, not many rules were needed, the first bhikkhus were decent and responsible people and were under the control of the Buddha himself. However, the fame of the good life in the Sangha eventually became a magnet for bums, hustlers and scoundrels looking to live on the side, a tradition that has remained unchanged to this day. This avalanche of people led the Buddha to have to delegate the new ordinations to the bhikkhus themselves, which led to a myriad of conflicts that the Buddha dealt with by creating a battery of rules to control so many undesirables, so that they would not damage the image of the Sangha in general, essential for the laity to continue to maintain it. The rules did not apply to him, his friends or his family. The rules are exclusively to control the Sangha. For example, notorious murderers cannot be given renunciation, but the Buddha gives it to Aṅgulimāla, or exemption from the four months' probation for sakkās. It should be noted that it is not in any case about rules referring to the practice of liberation, which is collected in the suttas and is common to laymen, laywomen, bhikkhus and bhikkhunīs, but only and exclusively to maintain the harmony and the good image of a heterogeneous community, culturally located in its time and culture and spread in a subcontinent where history had not yet dawned. This first text, The Great Chapter of the Great Division, is fundamental to know the first years of the wheel of the Teaching.

Discipline: The Canonical Buddhism of the Vinayapitaka is a penetrating analysis of a heretofore neglected, yet centrally important portion of the Pali Canon. In identifying the pivotal role of discipline in the bhikkhu quest for nibbana Professor Holt finds that Vinaya rules represent a practical implementation of the Budha's Dhamma. Specifically, adherence to this monastic code theoretically facilitates an overcoming of asavas, mental dispositions that foster attachment to the self and thus perpetuate the process of samsaric kammic retribution. The formulation of Buddhist monastic law, therefore, need not be seen as the result of casuistry; rather, it is the consequence of a conscious attempt on the part of the early Buddhist tradition to identify behavioral expressions that at once generate and reflect a calmed, detached and disciplined mental and spiritual state. The author has also examined the significance of the principal rituals of Buddhist monasticism as they are prescribed within the Vinaya text. He interprets these rites as cultic celebrations of discipline which, in turn, legitimate the Sangha's claim to be the embodiment and reservoir of the Buddha's teachings. The claim supported the Sangha's role of occupying a mediating position between the spiritual needs of the laity and the authority and the spiritual exemplar of Buddhism, the Buddha. In short, Discipline, written from the perspective of the history of religious approach, contributed significantly to the increased understanding of the dynamics of the Buddhist religion in its formulative stages.

This book suggests that previous critiques of the rules of Buddhist monks (Vinaya) may now be reconsidered in order to deal with some of the assumptions concerning the legal nature of these rules and to provide a focus on how Vinaya texts may have actually operated in practice. Malcolm Voyce utilizes the work of Foucault and his notions of 'power' and 'subjectivity' in three ways. First, he examines The Buddha's role as a lawmaker to show how Buddhist texts were a form of lawmaking that had a diffused and lateral conception of authority. While lawmakers in some religious groups may be seen as authoritative, in the sense that leaders or founders were coercive or charismatic, the Buddhist concept of authority allows for a degree of freedom for the individual to shape or form themselves. Second, he shows that the confession ritual acted as a disciplinary measure to develop a unique sense of collective governance based on self regulation, self-governance and self-discipline. Third, he argues that while the Vinaya has been seen by some as a code or form of regulation that required obedience, the Vinaya had a double nature in that its rules could be transgressed and that offenders could be dealt with appropriately in particular situations. Voyce shows that the Vinaya was not an independent legal system, but that it was dependent on the Dharmaśāstra for some of its jurisprudential needs, and that it was not a form of customary law in the strict sense, but a wider system of jurisprudence linked to Dharmaśāstra principles and precepts.
