Mapping out all the pluses and minuses precisely, that's what it's all about. Incorrect, incomplete, unclear analysis leads to mismanagement. What we find in many textbooks and in all kinds of curricula is completely unnecessary ballast. Definitions and formulas in all sorts of variants in many text-books, they are confusing and not really enlightening. The purpose of this book is to explain the use of budgeting and budgetary control within companies in order to help economists and those who run the firm (as well as students and scholars of business administration and business economics) to perform their job better. In addition to the SB (Standard Budget), often an AB (Actual Budget) is present too; besides what is standard, the concern is also what is actual. And afterwards of course RR (Real Result). The whole difference between SB and RR as well as between SB and AB must be exposed. Mapping out all pluses and minuses precisely, that's what it's all about. No Greek word has been used in all elaborations presented in this book, and although factual formulas have indeed been used, everything is automatically drawn up in a logical way so that everyone can also understand the analysis made. There is no need for difference analysis, rather just common sense. Remember, every analysis must be clear and transparent. The elaborated exercises in the book Budgetary Control are very clearly presented and make it easy understand that the writers of the mentioned textbooks and the examiners of official exams, mostly professors, are all in fact harming their students. The purpose and the meaning of the difference analysis is: GET THE LEAKAGE ABOVE WATER. Every analysis must bring clarity. Where did we lose money? Where did it go wrong? Maybe one can claim certain losses are due to third parties, on condition one is able to prove it. Learning from mistakes made. Where did it go better than expected according to plan? Behind the variances are people. Who is losing money and who is earning money? The latter people deserve a pat on the back.

Excerpt from Budgetary Control Although much has been written of budgetary control as applied to particular phases of a business, this is the first attempt, so far as the author is aware, to present the subject as a whole, and cover the entire budgetary program. It is to be regarded as an effort to state clearly the problems involved, rather than to offer full solutions. It is hoped that the discussion will stimulate thought, and constructive criticism will be gladly received. One obvious difficulty has been the problem of what to include and what to omit. The budgetary procedure involves administrative policies on the one hand, and administrative routine on the other. The discussion might easily cover the whole field of business administration, ranging over a wide variety of topics about which no one individual can be expected to have expert knowledge. In the present work, however, the reader is addressed throughout, not as a technical expert, but rather as a student of the broad problem of administration. The advertising man, for example, may be aided in handling his own problems through understanding the method of applying budgetary control to the operations of all other departments of the business, as explained in the other chapters of the book. So with the other departmental executives; it is hoped that each of them will be helped by a comprehensive picture of the problem as a whole. Authors Jones and McCaffery provide perspectives on Canadian government actions to manage financial contingency and restraint. Although the primary focus is on provincial government, attention is also paid to the actions of the federal government. The authors begin by presenting a theoretical framework through which government financial restraint management may be evaluated. In the following chapters, criteria derived from this framework are then applied to provincial government financial stress and restraint management actions. They examine the provincial economic base, revenue and expenditure trends, and financial condition. In particular, annual and cumulative budget deficits and debt loads are reviewed as indicators of the degree of financial stress faced by provincial governments. Actions taken by provinces to increase revenues and productivity, and to control expenditures, are reviewed from the early 1970s to 1987, with emphasis on the period 1983-1987. A comparison of financial stress management in the Province of Ontario and the State of California is also presented, and this comparative approach is continued in a chapter on Canadian federal government financial stress management. Finally, Canadian federal efforts to institute budget control under the Policy and Expenditure Management system are compared to budget control approaches utilized by the U.S. federal government. This unique study will improve our understanding of how the Canadian provincial and federal governments manage budgeting and financial stress. Both for the increased knowledge it offers of Canadian fiscal practices and for the insight into our own government's fiscal difficulties, scholars and students of Canadian studies, political science, public policy and administration, and economics will want to read Government Response to Financial Constraints.
