Penganggaran perusahaan (budgeting) merupakan suatu proses perencanaan dan pengendalian kegiatan operasi perusahaan yang dinyatakan dalam satuan kegiatan dan satuan uang, yang bertujuan untuk memproyeksikan operasi perusahaan tersebut dalam proyeksi laporan keuangan (laporan laba-rugi, neraca, perubahan modal, dan arus kas). Penganggaran perusahaan (perencanaan dan pengendalian laba) tersebut mencakup pengembangan dan aplikasi dari tujuan perusahaan, spesifikasi tujuan perusahaan, pengembangan strategi perencanaan laba jangka panjang, spesifikasi strategi perencanaan laba jangka pendek, pembuatan suatu pelaporan kinerja periodik dan pengembangan prosedur tindak lanjut. Dalam upaya untuk mencapai tujuan didirikannya perusahaan, organisasi perusahaan memiliki berbagai fungsi yang berkaitan dengan pencapaian tujuan tersebut. Di dalam proses penyusunan anggaran terdapat berbagai pertimbangan yang perlu di perhatikan. Mengabaikan berbagai faktor eksternal dan internal di dalam proses penyusunan anggaran merupakan jaminan kegagalan realisasi anggaran di dalam perusahaan. Oleh karena itu, faktor-faktor eksternal dan internal yang terkait tersebut harus diperhatikan di dalam proses penyusunan anggaran. Anggaran perusahaan merupakan hal yang sangat penting dalam menjalankan bisnis. Sebab, membuat anggaran akan membantu kita memahami berapa banyak uang yang kita miliki, berapa banyak yang telah kita belanjakan, dan berapa banyak uang yang kita perlukan di masa depan. Anggaran dapat mendorong keputusan bisnis penting seperti mengurangi pengeluaran yang tidak diinginkan, menambah staf, atau membeli peralatan baru. Jika bisnis Kita sedang mengalami defisit kas, anggaran dapat memandu kita dalam mengubah rencana bisnis Kita atau memprioritaskan pengeluaran kita agar bisnis bisa terus bertahan. Dengan rencana penganggaran yang tepat, kita dapat menjauhkan bisnis kita dari hutang atau mencari cara untuk mengurangi hutang yang sedang dihadapinya saat ini. Anggaran yang komprehensif bahkan dapat digunakan untuk memperoleh pinjaman usaha dari bank atau lembaga keuangan lainnya.
