This prompted a dilemma: Where should these restive populations be situated relative to the city’s spatial politics? Might housing serve as a tool to discipline their behavior? Enter Antonio Bonet, a Catalan architect inspired by the transatlantic modernist and surrealist movements. Ana María León follows Bonet's decades-long, state-backed quest to house Buenos Aires's diverse and fractious population. Working with totalitarian and populist regimes, Bonet developed three large-scale housing plans, each scuttled as a new government took over. Yet these incomplete plans—Bonet's dreams—teach us much about the relationship between modernism and state power. Modernity for the Masses finds in Bonet's projects the disconnect between modern architecture’s discourse of emancipation and the reality of its rationalizing control. Although he and his patrons constantly glorified the people and depicted them in housing plans, Bonet never consulted them. Instead he succumbed to official and elite fears of the people's latent political power. In careful readings of Bonet's work, León discovers the progressive erasure of surrealism's psychological sensitivity, replaced with an impulse, realized in modernist design, to contain the increasingly empowered population.

In Concrete Dreams Nicholas D’Avella examines the changing social and economic lives of buildings in the context of a construction boom following Argentina's political and economic crisis of 2001. D’Avella tells the stories of small-scale investors who turned to real estate as an alternative to a financial system they no longer trusted, of architects who struggled to maintain artistic values and political commitments in the face of the ongoing commodification of their work, and of residents-turned-activists who worked to protect their neighborhoods and city from being overtaken by new development. Such forms of everyday engagement with buildings, he argues, produce divergent forms of value that persist in tension with hegemonic forms of value. During the mid-twentieth century, Latin American countries witnessed unprecedented struggles over the terms of national sovereignty, civic participation, and social justice. Nowhere was this more visible than in Peronist Argentina (1946-1955), where Juan and Eva Per—n led the region's largest populist movement in pursuit of new political hopes and material desires. Eduardo Elena considers this transformative moment from a fresh perspective by exploring the intersection of populism and mass consumption. He argues that Peronist actors redefined national citizenship around expansive promises of a vida digna (dignified life), which encompassed not only the satisfaction of basic wants, but also the integration of working Argentines into a modern consumer society. Drawing on documents such as the correspondence between Peronist sympathizers and authorities, Elena sheds light on the contest over the vida digna. He shows how the consumer aspirations of citizens overlapped with Peronist paradigms of state-led development, but not without generating great friction among allies and opposition from diverse sectors of society. Consumer practices encouraged intense public scrutiny of class and gender comportment, and everyday objects became charged with new cultural meaning. By providing important insights on why Peronism struck such a powerful chord, Dignifying Argentina situates Latin America within the broader history of citizenship and consumption at midcentury and provides innovative ways to understand the politics of redistribution in the region today.

In this book Arturo Almandoz places the major episodes of Latin America’s twentieth and early twenty-first century urban history within the changing relationship between industrialization and urbanization, modernization and development. This relationship began in the early twentieth century, when industrialization and urbanization became significant in the region, and ends at the beginning of the twenty-first century, when new tensions between liberal globalization and populist nationalism challenge development in the subcontinent, much of which is still poverty stricken. Latin America’s twentieth-century modernization and development are closely related to nineteenth-century ideals of progress and civilization, and for this reason Almandoz opens with a brief review of that legacy for the different countries that are the focus of his book – Mexico, Chile, Brazil, Argentina and Venezuela – but with references to others. He then explores the regional distortions, which resulted from the interaction between industrialization and urbanization, and how the imbalance between urbanization and the productive system helps to explain why ‘take-off’ was not followed by the ‘drive to maturity’ in Latin American countries. He suggests that the close yet troublesome relationship with the United States, the recurrence of dictatorships and autocratic regimes, and Marxist influences in many domains, are all factors that explain Latin America’s stagnation and underdevelopment up to the so-called ‘lost decade’ of 1980s. He shows how Latin America’s fate changed in the late twentieth and early twenty-first century, when neoliberal programmes, political compromise and constitutional reform dismantled the traditional model of the corporate state and centralized planning. He reveals how economic growth and social improvements have been attained by politically left-wing yet economically open-market countries while others have resumed populism and state intervention. All these trends make up the complex scenario for the new century – especially when considered against the background of vibrant metropolises that are the main actors in the book.
