This book examines the role of education in building a new Palestinian state, and especially on the role and function of the education system in the process of state formation. Since education frames a people’s identity, the nature of the education system affects how Palestinians relate to their state. Through education the Palestinian Authority (PA) transforms the parameters of identity to serve the requirements of state-building and the peace process. International assistance to the PA affects all of these processes through the disbursal of political rent, whose primary function is to bolster the PA and to keep the peace process going. The new Palestinian Authority has assumed two seemingly contradictory functions: state building and resistance, and the dynamic tensions between the two raise key questions for political and policy analysis. Are these functions mutually exclusive or complementary in the context of the ongoing peace negotiations, and state-building? Can the Palestinian leadership transform the Palestinian national movement from a revolutionary organization to a pragmatic state apparatus? Are the PLO and the PA interchangeable? What type of power does the PA need to cultivate the support, or to secure the compliance, of the Palestinian people for the state-building project? Clearly, the answers to these questions have a direct bearing on the education system. Will this system promote a resistance identity or a state-building legitimizing identity

Barry Rubin outlines the difficulties in the transition now under way arising from Palestinian history, society, and diplomatic agreements. He writes about the search for a national identity, the choice of an economic system, and the structure of government. Rubin finds the political system interestingly distinctive--it appears to be a pluralist dictatorship. There are free elections, multiple parties, and some latitude in civil liberties. Yet there is a relatively unrestrained chief executive and arbitrariness in applying the law because of restraints on freedom. The new ruling elite is a complex mixture of veteran revolutionaries, heirs to large and wealthy families, professional soldiers, technocrats, and Islamic clerics. Beyond explaining how the executive and legislative branches work, Rubin factors in the role of public opinion in the peace process, the place of nongovernmental institutions, opposition movements, and the Palestinian Authority's foreign relations--including Palestinian views and interactions with the Arab world, Israel, and the United States. This book is drawn from documents in Arabic, Hebrew, and English, as well as interviews and direct observations. Rubin finds that, overall, the positive aspects of the Palestinian Authority outweigh the negative, and he foresees the establishment of a Palestinian state. Much has been written about the Arab–Israeli conflict, the prospects for peace or war and the eventual establishment of a Palestinian state, side by side with the state of Israel. The emphasis, however, has been on the political processes of such eventualities. The objectives of this book complement these previous efforts, the central concern being with the economic aspects of these various solutions. In particular, it is concerned with the economic feasibility of a state of Palestine. What minimum conditions must be met for it to survive and prosper? What size population can it support, what boundaries should it have and what period of time must elapse before the full potential and viability of such a state can be realized? The book is set in the context of the general theory of the economic feasibility of small nation states and the economic analysis is illustrated by comparison and contrast between countries from various regions and periods. The authors look in turn at appropriate boundaries for a Palestinian state, the people and land that will constitute it, the potential of the economy in terms of income, employment and investment, and also the Palestinian state within the regional context and the implications of making the Palestinian economy a part of the larger region of the Middle East. A final chapter summarizes the findings and notes the areas which require deeper study to appreciate the economic viability of the Palestinian state.
