ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN’s progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN’s constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with ‘the people’, the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

This book is a collection of work by scholars currently pursuing research on human security and insecurities in Southeast Asia. It deals with a set of ‘insecurities’ that is not readily understood or measurable. As such, it conceptually locates the threats and impediments to ‘human security’ within relationships of risk, uncertainty, safety and trust. At the same time, it presents a wide variety of investigations and approaches from both localized and regional perspectives. By focusing on the human and relational dimensions of insecurities in Southeast Asia it highlights the ways in which vulnerable and precarious circumstances (human insecurities) are part of daily life for large numbers of people in Southeast Asia and are mainly beyond their immediate control. This book provides a comparative assessment of the material and ideational contributions of five countries to the regional architecture of post-Cold War Asia. In contrast to the usual emphasis placed on the role and centrality of the Association of Southeast Asian Nations (ASEAN) in Asia’s multilateral architecture and its component institutions, this book argues that the four non-ASEAN countries of interest here 3⁄4 Australia, Japan, China and the United States 3⁄4 and Indonesia have played and continue to play an influential part in determining the shape and substance of Asian multilateralism from its pre-inception to the present. The work does not contend that existing scholarship overstates ASEAN’s significance to the successes and failures of Asia’s multilateral enterprise. Rather, it claims that the impact of non-ASEAN stakeholders in innovating multilateral architecture in Asia has been understated. Whether ASEAN has fared well or poorly as a custodian of Asia’s regional architecture, the fact remains that the countries considered here, notwithstanding their present discontent over the state of that architecture, are key to understanding the evolution of Asian multilateralism. This book will be of much interest to students of Asian politics, international organisations, security studies and IR more generally.

Through detailed comparative case studies of civil society engagement with two major regional international organizations in Southeast Asia this book demonstrates the potentials and limitations of civil society actors as democratizing agents in governance beyond the nation-state. Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape—and are shaped by—civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB—and to a much lesser extent ASEAN—in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. With its innovative analytical framework, broad scope covering civil society activism across Southeast Asia, and in-depth analysis of civil society attempts to influence ADB and ASEAN the book makes important contributions to research on civil society activism in Southeast Asia as well as the more general field of civil society and governance beyond the nation-state.
