Among the more frequent and most devastating of conflicts, civil wars—from Yugoslavia to Congo—frequently reignite and even spill over into the international sphere. Given the inherent fragility of civil war peace agreements, innovative approaches must be taken to ensure the successful resolution of these conflicts. Strengthening Peace in Post–Civil War States provides both analytical frameworks and a series of critical case studies demonstrating the effectiveness of a range of strategies for keeping the peace. Coeditors Matthew Hoddie and Caroline A. Hartzell here contend that lasting peace relies on aligning the self-interest of individuals and communities with the society-wide goal of ending war; if citizens and groups have a stake in peace, they will seek to maintain and defend it. The rest of the contributors explore two complementary approaches toward achieving this goal: restructuring domestic institutions and soft intervention. Some essays examine the first tactic, which involves reforming governments that failed to prevent war, while others discuss the second, an umbrella term for a number of non-military strategies for outside actors to assist in keeping the peace.

The break-up of the Soviet Union is a key event of the twentieth century. The 39th IIS congress in Yerevan 2009 focused on causes and consequences of this event and on shifts in the world order that followed in its wake. This volume is an effort to chart these developments in empirical and conceptual terms. It has a focus on the lands of the former Soviet Union but also explores pathways and contexts in the Second World at large. The Soviet Union was a full scale experiment in creating an alternative modernity. The implosion of this union gave rise to new states in search of national identity. At a time when some observers heralded the end of history, there was a rediscovery of historical legacies and a search for new paths of development across the former Second World. In some parts of this world long-repressed legacies were rediscovered. They were sometimes, as in the case of countries in East Central Europe, built around memories of parliamentary democracy and its replacement by authoritarian rule during the interwar period. Some legacies referred to efforts at establishing statehood in the wake of the First World War, others to national upheavals in the nineteenth century and earlier. In Central Asia and many parts of the Caucasus the cultural heritage of Islam in its different varieties gave rise to new markers of identity but also to violent contestations. In South Caucasus, Georgia, Armenia and Azerbaijan have embarked upon distinctly different, but invariably contingent, paths of development. Analogously core components of the old union have gone through tumultuous, but until the last year and a half largely bloodless, transformations. The crystallization of divergent paths of development in the two largest republics of that union, i.e. Russia and Ukraine, has ushered in divergent national imaginations but also in series of bloody confrontations.

Memories, both in individual and collective form, still have a significant impact on how people relate to political processes in Europe today. While much has been written about top-down attempts by states and political actors to mould people’s memories of the past through public commemoration, textbooks or monuments, this volume takes a view from below by focusing on different types of societal actors and the ways in which they interact with the political world in order to influence collective memory. Presented within a comprehensive conceptual framework, the empirical cases focus on three countries of the former Soviet Union: Estonia, Latvia and Lithuania. They show that different or even antagonistic perceptions of the recent past not only appear between different ethnic groups, but also between socio-economic groups, different age groups or generations as well as between women and men. Moreover, they give an impressive account on the multiple ways in which these perceptions empower individuals and groups to seek greater influence in the construction of collective memory. The volume, therefore, not only provides a valuable and fresh perspective on the relationship between social memory and democratic politics, but also contributes to post-Communist regional studies in the enlarged European Union. This book elaborates a new framework for considering and understanding the relationship between law and memory. How can law influence collective memory? What are the mechanisms law employs to influence social perceptions of the past? And how successful is law in its attempts to rewrite narratives about the past? As the field of memory studies has grown, this book takes a step back from established transitional justice narratives, returning to the core sociological, philosophical and legal theoretical issues that underpin this field. The book then goes on to propose a new approach to the relationship between law and collective memory based on a conception of ‘legal institutions of memory’. A 'social trap' is a situation where individuals, groups or organisations are unable to cooperate owing to mutual distrust and lack of social capital, even where cooperation would benefit all. Examples include civil strife, pervasive corruption, ethnic discrimination, depletion of natural resources and misuse of social insurance systems. Much has been written attempting to explain the problem, but rather less material is available on how to escape it. In this book, Bo Rothstein explores how social capital and social trust are generated and what governments can do about it. He argues that it is the existence of universal and impartial political institutions together with public policies which enhance social and economic equality that creates social capital. By introducing the theory of collective memory into the discussion, Rothstein makes an empirical and theoretical claim for how universal institutions can be established.

This book combines scholarly research with first-person interviews to examine the current state of women in Bosnia twenty years after the Balkan War—their emotional recovery, their economic situation, and their prospects for the future. It describes how two of the worst issues affecting Bosnian women today are domestic violence and trafficking. Both are being addressed successfully by Bosnian women’s organizations applying skills developed earlier in coping with rape and war trauma. It demonstrates how these organizations shoulder a societal load that various levels of government have no will or budget to address, and shows that in parts of central Bosnia feelings still run high between Christians and Muslims. The authors argue that where ethnic hostility persists in rural areas, successful peace building should include ethnic song and dance as well as dialog groups.
