Productive development policies (PDPs) are notoriously hard. They involve a daunting level of technical detail, require public-private collaboration, are in constant danger of capture, and demand time consistency hard to achieve in a politically volatile region. Nevertheless, the potential of PDPs to revitalize the region’s economic performance and spur productivity growth cannot be ignored. This book takes an in-depth look at 17 cases involving productive development agencies from Argentina, Brazil, Costa Rica and Uruguay, identifying key features of institutional design and agency-level practices that make success more likely in this difficult policy arena. Careful study of these experiences might help successful productive development policies gain currency across the region. The cases in this book should not be seen as the exceptions that prove the rule of lackluster PDP performance, but rather as examples that demonstrate the rule can be broken.

Productive transformation requires seizing the opportunities available and opening new ones in a competitive world. Rethinking Productive Development examines the market failures impeding transformation and the government failures that may make the policy remedies worse than the market illness. To address market failures, the authors propose a simple conceptual framework based on the scope and nature of the policy approach. They then systematically analyze country policies through this lens in key areas such as innovation, new firms, financing, human capital, and internationalization to show the power of this way of thinking. Still, the book warns that policymakers cannot be sure what the right policy interventions are and must set up a process to discover them that calls for public-private collaboration. Recognizing that the risk of capture needs to be checked and that even the best policies will fail without the technical, organizational, and political capacity to implement them, thebook concludes with ideas on how to design institutions fostering the right incentives and how to grow public sector capabilities over time.

Lao People’s Democratic Republic (Lao PDR) has made significant headway on its development path over the past three decades. The country’s sustained economic growth has been led by booming commodity exports and substantial inflows of external financing. Many Laotians have seen significant improvements in their well-being. Poverty has declined as household income has increased, and many important development goals in education and health have been achieved. In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Development and the ending of mass poverty require a massive increase in productive capabilities and production in developing countries. Some countries, notably in Asia, are achieving this. Yet ‘pro-poor’ aid policies, especially for the least developed countries, operate largely without reference to policy thinking on the promotion of innovation for productivity growth. Conversely, policy-makers and researchers on innovation and industrial policies tend to know little about the potential for social protection to support innovation and productivity improvement. This book aims to focus attention on this gulf between research on innovation and on poverty reduction and to identify some of its policy consequences; to set out some ways in which this gulf can be bridged, analytically and empirically; and to contribute to the creation of an agenda for further research and an understanding of the urgency of the implied rethinking. The first two chapters provide sustained arguments for embedding social policy thinking in much more ‘productivist’ frameworks of thought that focus on raising productivity and employment; and for identifying growth theories that can incorporate satisfactory understandings of innovation and employment upgrading. A set of chapters then tackle these broad themes in the context of health, addressing the interlinked issues of innovation, health inequity and associated impoverishment. The final set of chapters examines the challenge of creating industrial policies that generate both innovation and employment, using and going beyond concepts of systems of innovation.
