This book provides an original examination of current European Union (EU)–Republic of Korea (ROK) security relations. It brings together analysis and original material on relations in the fields of Nuclear non-proliferation and disarmament, Cybersecurity and data-protection, Space policy and technology, and Preventive diplomacy and crisis management. These represent areas of particular interest to examine the extent to which the EU and ROK are able to successfully or otherwise cooperate. Relations between the EU and the ROK have been growing in quantity and quality over recent years. Alongside the economic dimension, the political and security elements of the relationship have shown promise for further collaboration between the two sides, not least within the context of North Korea’s nuclear threat and East Asia’s wider evolving security environment. All contributors are leading experts in their respective fields and each chapter is co-authored by a European and Korean expert for a balanced assessment. The volume will be essential reading for students, scholars and policy-makers interested in EU–Korea relations, EU foreign policy and security, Area studies, and, more broadly to EU politics studies, security studies, and international relations.

While European integration advances, many of the countries along Europe's eastern and southern periphery have fallen prey to chronic conflict punctuated by a series of small wars. Exacerbating the situation has been the lack of effective organizational means for mediating local conflicts, facilitating regional development and structuring cooperation with larger regional and international institutions. What are the prospects for enhancing security in the most volatile subregions of post-communist Europe? This text examines the external and internal factors that impede or foster subregional cooperation in South-Eastern and East-Central Europe and the Caucasus. It includes chapters situating these borderlands in the context of a wider Europe with an evolving security architecture.

This anthology presents the complete text of thirty-four treaties that have effectively contained the spread of nuclear, biological, and conventional weapons during the Cold War and beyond. The treaties are placed in historical context by individual commentaries from noted authorities Thomas Graham Jr. and Damien J. LaVera, which provide unique insights on each treaty’s negotiation and implementation. During the 1990s, numerous arms control agreements were concluded under U.N. or U.S. leadership. In 1995, one hundred sixty-five nations agreed to indefinitely extend the Nuclear Nonproliferation Treaty. Many nations ratified important chemical and biological weapons conventions, a pact to reduce conventional forces in Europe, and agreements to limit testing of weapons of mass destruction. More recent treaties seeking to restrain small arms trafficking and ban land mines are also highlighted and analyzed. Graham concludes with lessons learned from the collective negotiation and verification history of these treaties, ongoing efforts to limit weaponry, and general observations on the status and effectiveness of these agreements. There is no comparable resource available for diplomats, international lawyers, and arms control specialists.

Since the first heroic and largely spontaneous acts precipitated the end of the Cold War, Europe has been transformed in a truly remarkable and wholly unforeseen manner: Germany has been unified, the Warsaw Pact has collapsed, and the Soviet Union has disintegrated, leaving in its wake many new independent states. These momentous events have taken place so rapidly and often in such confused circumstances that their full meaning has barely been comprehended let alone assimilated. A clearer and deeper appreciation of the forces and processes unleashed by the recent changes is vitally important, however, to meet the challenges and exploit the opportunities that now present themselves in Europe. This volume, therefore, is intended to promote wider understanding of the key issues, and it represents the most comprehensive assessment to date of the new Germany and the new Europe. The volume begins with detailed accounts by U.S. and German scholars of how unification came about and the resulting changes to the political economy, security policy, and foreign relations. A complementary section discusses the implications for the rest of Europe as well as Japan. While the focus of the book is on the new Germany, two separate chapters provide specific designs for a new adoption of a general system of cooperative security.

This important and timely work, prepared by the leading researchers, planners, and policymakers from both Eastern and Western alliances, analyzes the major issues in the Vienna talks on conventional forces in Europe involving NATO and Warsaw Pact nations. It is likely to have a significant influence on the course of these negotiations and on emerging debate on conventional arms control. The contributors met in Moscow prior to the Vienna conference to review and compare their analyses and revised them thereafter for publication in this work.

Provides a survey of the principal items on the agenda following the end of the Cold War, focusing upon the institutions and regions where the reconsideration of security issues has been particularly profound. The book is organised into three main sections: the first examines the changed roles of the main security institutions which have survived the Cold War; NATO, the European Union/Western European Union and the Organisation for Security and Cooperation in Europe. The second analyses the Central European countries, Russia and States of the former Soviet Union in terms of their ideologies, political structures and relationships of the Cold War period. Lastly the text examines the northern and southern regions of Europe where quite different perspectives and agendas are concerned.
