This research provides insights on strategies to cope with changes in requirements over the course of a capital project delivery time and later during the asset's operational lifetime. Capital projects involve designing and delivering new assets that are planned to operate for several decades, but over the project and operating lifetimes, design requirements are likely to change. This leads to a crucial problem at the heart of front-end strategizing: how to reconcile budgetary constraints with capital investments in flexibility to ensure that the asset can be adapted economically over time? The analysis of empirical findings in two distinct organisations shows that practitioners use options logic to address this problem, but they do it intuitively. To improve the quality of the conversation in a multi-stakeholder environment and strike an adequate balance between short-term affordability and long-term adaptability, we argue that the process needs to be formalised. We call this design for evolvability. We introduce the notion of the champion of design for evolvability, a representative of the developer in charge of building informal options thinking into design decision-making at front-end strategizing. To support this role, we arm the champion with a proof-of-principle method, which requires project teams to (1) qualify options in light of foreseeable uncertainties; (2) assess alternative design concepts with and without flexibility built-in; and (3), recommend a viable design strategy.

Although much has been written about research showing that the front-end of projects can positively or negatively influence how teams implement, realize, and ultimately, deliver projects, the field still lacks a clear and accurate understanding of the front-end's impact. And too often, in gathering and analyzing evidence on this topic, researchers excluded project managers from their discussion. This paper examines the front-end in relation to the project manager's scope of action and two PMI publications: A Guide to the Project Management Body of Knowledge (PMBOK® Guide) and the Organizational Project Management Maturity Model (OPM3®). It then looks at two research projects--the first (based on information from more than 50 in-depth interviews, 400 questionnaire returns, and six case studies)--focuses on project manager competency and identifies the most relevant front-end topics; the second (based on 75 questionnaire returns from, and four case studies on, companies in the drug development, aerospace, financial services, and construction industries) examines the relationship between projects and enterprise strategy and the role project managers play in shaping this relationship. In concludes by recommending that researchers extend the practical view of project management that is described in the PMBOK® Guide and OPM3® and consider the dynamic connection between projects and programs and enterprise strategy.
