Building Resilience and Adaptation to Climate Change (BRACC) is a five year program whose main objective is to strengthen the resilience of poor and vulnerable households to withstand current and future weather and climate-related shocks and stresses in four districts in Southern Malawi: Balaka, Chikwawa, Mangochi and Phalombe. Resilience is operationalized as the ability of households to smooth consumption in response to shocks and stresses. This baseline report introduces the evaluation context and describes the BRACC program, details the evaluation design, summarizes main findings from the baseline household survey, and tests whether the randomizations successfully balanced baseline observable characteristics across the treatment arms.

This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.

This Country Climate and Development Report aims to support Malawi's efforts to achieve its development goals within a changing climate by quantifying the impacts of climate change on the economy and highlighting key policies and interventions that are needed to strengthen climate resilience. The analysis includes climate modeling across multiple scenarios to account for the inherent uncertainty in climate projections; and sector-by-sector analysis and assessment of economywide impacts to identify the biggest impacts. It examines Malawi's current policy landscape and identifies needed reforms; considers how Malawi can best protect its most vulnerable households; and considers how the country can finance its ambitious development and climate agenda, including the key role of the private sector. The analysis shows that climate change will impose large costs on the economy and on already vulnerable households. If Malawi stays on its current low-growth development trajectory, climate change could reduce GDP by 3-9 percent in 2030, 6-20 percent in 2040, and 8-16 percent by 2050). The analysis also clearly demonstrates that development, as set out in Malawi's Vision 2063, provides a strong basis for strengthening resilience to climate impacts. If Malawi was to accelerate implementation of policies and programs envisioned in the Vision 2063 the development trajectory would shift to a higher growth path and climate change impacts would be significantly reduced. But the Vision 2063 development path will not be enough and building greater resilience to climate change will require doing different things and doing things differently. With additional adaptation measures, the analysis shows that not only is the impact of climate change on GDP much smaller, GDP is higher with climate change and adaptation when compared to the counterfactual with no climate impacts; losses range from -1 to 3 percent in 2030 and 2040, and 1 to 4 percent in 2050.

The project “Promoting coherence between disaster risk reduction, climate action and social protection in sub-Saharan Africa (Malawi)” aims to support poor and vulnerable households to strengthen their resilience to climate change and climate variability through social protection (SP) and the adoption of proven climate-smart agriculture (CSA) practices blended with disaster risk reduction (DRR). FAO Malawi leads the implementation of the project in two targeted districts of Mwanza and Neno, targeting 2 400 farmers, some of them being beneficiaries of existing SP programmes. At community level, the project is implemented through the farmer field school (FFS) approach and delivered through 80 FFS groups located in 74 villages. To evaluate impacts of the project, we use a crossover design to compare the relative merits of its different components and combine various evaluation methods. This is a baseline report on the “Promoting coherence between disaster risk reduction, climate action and social protection in sub-Saharan Africa (Malawi)” project.

The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. Climate change is not projected to materially alter Malawi’s climate profile. Instead, it is likely to exacerbate existing climate vulnerabilities by increasing the frequency and intensity of cyclones, floods, and droughts. This is largely due to increased uncertainty around future precipitation levels. These adverse effects have already started to materialize and are expected to increase substantially over the next decades, particularly if efforts to reduce global greenhouse gas emissions by high emitting countries are insufficient. Climate change is also projected to increase average annual temperatures across the country. Climate change is expected to significantly affect Malawi’s economy, mainly because of its dependence on climate-sensitive economic sectors and its low capacity to take adaptation measures due to preexisting macroeconomic vulnerabilities. Malawi’s sensitivity to climate shocks is underpinned by significant environmental degradation, in particular deforestation, watershed degradation, and poor soil management. The two main impact channels are likely to be agriculture and road infrastructure. In agriculture, the increased uncertainty around future precipitation levels in Malawi will likely result in higher variability in crop yields. Climate change is projected to exacerbate preexisting environmental degradation challenges, including soil erosion. These effects are particularly problematic due to Malawi’s high poverty rate, lack of economic diversification (the agriculture sector represents one-third of the economy and employs over 70 percent of the workforce), and significant dependence on rainfed production (about 80 percent of the population). Climate change is likely to significantly impact Malawi’s road infrastructure, mainly due to increased risk of flooding, which would have broader economic and social knock-on impacts.

This report documents the evaluation findings of the project “Strengthening community resilience to climate change in Blantyre, Zomba, Neno and Phalombe districts" - GCP/MLW/067/EC. The project created awareness to the effects of climate change, empowering community members with knowledge and skills on how to apply gender-responsive climate–sensitive practices for increased agricultural production. The communities adopted conservation and safeguarding biodiversity actions to address negative effects caused by floods, heavy winds and prolonged droughts. Some of the key transformational strategies introduced by the project towards anticipating and responding to the effects of climate hazards and shocks include managing and conserving soil, land, water, agro –forestry, and improving child care and overall food and nutrition security. A climate-sensitive and enriched farmer field school curriculum to guide training and sensitization of communities, a pool of trained facilitators, and village savings loan and livestock pass–on schemes are some of the elements to support absorption and adsorption capacity and sustain the benefits.
