The book is based on Zimbabwe Resilience Building Fund data from the Outcome Monitoring Surveys 1,2,3 (OMS123) which comprised of three rounds of panel data set with the same households being interviewed three consecutive times in 18 districts. The OMS1, OMS2 and OMS3 were undertaken in 2019, 2020 and 2021, respectively. The findings in this book demonstrate and provide a better understanding of what works and what does not work to strengthen communities’ resilience in Zimbabwe. The information contributed in each chapter will be useful to inform adaptive programming and design of future resilience interventions and policy, with a focus on Climate Resilient Development (CRD). The chapters also address the challenge of formulating concrete policy in an environment with severe data constraints.

New approaches are needed to monitor and evaluate health and social development. Existing strategies tend to require expensive, time-consuming analytical procedures. The growing emphasis on results-based programming has resulted in evaluation being conducted in order to demonstrate accountability and success, rather than how change takes place, what works and why. The tendency to monitor and evaluate using log frames and their variants closes policy makers’ and practitioners’ eyes to the sometimes unanticipated means by which change takes place. Two recent developments hold the potential to transcend these difficulties and to lead to important changes in the way in which the effects of health and social development programming are understood. First, there is growing interest in ways of monitoring programmes and assessing impact that are more grounded in the realities of practice than many of the ‘results-based’ methods currently utilised. Second, there are calls for the greater use of interpretive and ethnographic methods in programme design, monitoring and evaluation. Responding to these concerns, this book illustrates the potential of interpretative methods to aid understanding and make a difference in real people’s lives. Through a focus on individual and community perspectives, and locally-grounded explanations, the methods explored in this book offer a potentially richer way of assessing the relationships between intent, action and change in health and social development in Africa, Asia, Europe and the Americas.

This book discusses disaster risks and hazards as well as measures to increase people’s resilience. The 21st Century has experienced a number of disasters that resulted in hampering socio-economic development, the loss of lives and property, hence they are a threat to sustainable development. Disaster risk management efforts and practices have failed to arrest the underlying drivers of increased global risk. No country is immune to disaster risk; thus, resilience has become a critical component of disaster management. It provides an opportunity to confront the social-ecological foundations of disasters. However, it has been vaguely conceptualised, and lacks a concrete approach to operationalization. Some developing countries are gradually coming to realise that preparedness, hazard mapping, prediction, risk and vulnerability assessment and planning are critical for increasing resilience and reducing losses following disasters. A paradigm shift is required from reactionary to proactive measures in disaster management as the later focuses more on increasing the resilience of the community. Zimbabwe’s disaster management policy of 1979 is in the process of review following Cyclone Idai in March 2019 and the Corona Virus 19 (COVID-19). Furthermore, the consequences of climate change disaster are being felt with across the world, particularly, developing countries, whose preparatory measures for such disasters are inadequate. Disasters have become inevitable and no country is every country is vulnerable to them. In the event of these disasters, the vulnerable people are at risk and are affected more as majority of them are not able to cope. In developed countries measures are in place to assist the vulnerable in the event that a disaster strikes. However, Zimbabwe, being a developing country is not able to deal with unpredictable disasters due to lack of resources, hence the need for it to adopt mitigatory and transformative measures to reduce the impact of any form of disasters.

Zimbabwe is advancing climate change adaptation in its livestock sector, with key strategies reflected in both its initial and updated nationally determined contributions (NDCs). Although various climate-smart practices are already being implemented through livestock support programs, their contributions to adaptation and mitigation remain largely undocumented, resulting in their omission from the NDCs. To address this, the Department of Livestock Research has introduced a Tier 2 greenhouse gas (GHG) inventory for cattle, allowing for more accurate assessments of mitigation potential and informing the 2025 NDC update. This report brings together insights from literature reviews, policy analysis, and stakeholder consultations to evaluate the current policy landscape for livestock-related climate action. It highlights the sector’s growing vulnerability to climate change, including feed scarcity, disease outbreaks, and declining productivity. The report identifies key policy gaps and stresses the importance of capacity building, data-driven planning, and inclusive engagement to enhance climate resilience and reduce emissions in the livestock sector.
