This report suggests that US policy in Somalia since 2001 represents many strong trends in US security thinking. For instance, there has been a revived emphasis on state stability and, conversely, a problematisation of state weakness as a threat. US officials have focused on 'failed states', such as Somalia, as havens and recruiting grounds for terrorists. Correspondingly, state building has been declared a key tactic of counter-terrorism. US officials have argued that the best long-term defence against terrorism is the existence of functional central governments, especially those willing to cooperate with Washington. Therefore, the US State Department recently stated that the two pillars of state building and counter-terrorism drive US policy in Somalia (McCormack 2006). The purpose of this report is to consider the interaction of those pillars in policymaking and, especially, their application at the scene of action.

This book is a critical reading of contemporary interventionism, exploring how interventions shape the course of conflicts and reconciliation processes in Somalia. In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders. Destabilising Interventions in Somalia will be of interest to students of African peace and conflict studies, international intervention and International Relations.

This textbook presents a systematic study of terrorism from the standpoint of economic analysis. Choosing the kind and level of measures to counter terror is, to a large extent, an economic decision, as counterterrorism (CT) measures and their side effects are costly. This text, contains theoretical models that illustrate the economic mechanisms of different types of CT measures. A vast array of empirical studies and regularities are also presented. Some chapters discuss in depth the empirical results in the literature as well as the underlying statistical/econometric methodologies that go beyond ordinary regression. General Appendix A provides an exposition of the concept of compensating surplus and elements of the basic game theory, to help the reader with an economics background recapitulate micro theory concepts used in the book. General Appendix B lays out the notions of hypothesis testing, regression and more advanced statistical/econometric methods, so that the reader understands or at least can have an intuitive idea of how the results are derived and what they mean with some degree of inner comfort. Aimed at students at the intermediate undergraduate and graduate levels, the text requires knowledge of basic micro, first-order conditions of profit or utility maximization and cost minimization, and statistical concepts of hypothesis testing and regression.
