Buiten de lijnen bestaat uit twee delen. Het eerste deel is de handleiding: werken met het Sensoa Vlaggensysteem bij specifieke groepen kinderen en jongeren. Dit deel bevat ook 32 situatieschetsen en tekeningen, 4 werkfiches en de Normatieve Lijst, samen in een box. Het tweede deel bevat de Onderbouwing. Hierin staat een omschrijving van gezond seksueel gedrag en de seksuele ontwikkeling. Seksueel (grensoverschrijdend) gedrag van kinderen en jongeren wordt gesitueerd in zijn functie of betekenis binnen de ontwikkeling. Wat zegt de literatuur over wat de belangrijkste bouwstenen zijn voor een gezonde (seksuele) ontwikkeling? Ziet de seksuele ontwikkeling er anders uit bij kinderen en jongeren in complexere (probleem)situaties, namelijk wanneer er sprake is van beperking en/of trauma? Wat weten we over het voorkomen van seksueel grensoverschrijdend gedrag in relatie tot de aspecten beperking, trauma, gender en cultuur? Na een overzicht van de risico- en beschermingsfactoren uit de literatuur volgen aanknopingspunten voor begeleiding in de vorm van een krachtenveldanalyse. Gender en cultuur kunnen de seksuele ontwikkeling en het risico op seksueel grensoverschijdend gedrag beïnvloeden. Op het niveau van de professional en de organisatie worden de uitdagingen bekeken die op dat vlak spelen en hoe de hier gepresenteerde aanpak kan helpen in het ontwikkelen van competenties, afspraken, visie en wegwerken van weerstanden en mythes.

Gaan we jongens anders beoordelen dan meisjes? ‘Buiten de Lijnen’ biedt een antwoord op vragen van professionals die werken met kwetsbare kinderen en jongeren. Het geeft handvatten om te reageren op seksueel (grensoverschrijdend) gedrag in situaties die wegens het kind of de context complex zijn. Het is een verdere verdieping en aanvulling van het handboek ‘Vlaggensysteem. Reageren op seksueel (grensoverschrijdend) gedrag van kinderen en jongeren’ (Frans & Franck, Garant, 2010 en 2014). ‘Verdieping’ verwijst vooral naar de meer kwetsbaar geachte kinderen en jongeren, met name jongeren met een beperking of jongeren die seksueel trauma hebben meegemaakt, naar de ontwikkelingsaspecten ‘gender’ (sekse, seksuele oriëntatie en seksuele identiteit) en ‘cultuur’ en de mate waarin ze een invloed hebben op de seksuele ontwikkeling of op de verwachtingen en attitudes van professionals. Daarnaast zijn aanvullingen bij het basisboek ‘Vlaggensysteem’ opgenomen. Het pedagogisch luik is verder uitgewerkt en is een belangrijk onderdeel. Er zijn aanknopingspunten voor aangepaste relationele en seksuele vorming en begeleiding met de focus op het ontwikkelen van weerbaarheid. Per ontwikkelingsaspect en leeftijdcategorie zijn nieuwe situaties uitgewerkt, voorzien van een tekening en een uitleg op steekkaarten. Er is aandacht voor het beleidaspect bij het gebruik van het Sensoa Vlaggensysteem. Ook naar wetenschappelijke onderbouwing is een verscherping gemaakt: de interventie wordt meer gelinkt naar literatuur over ontwikkeling, over seksueel grensoverschrijdend gedrag en misbruik. Ten slotte is ook de Normatieve Lijst aangevuld met specifieke voorbeelden vanuit de aspecten beperking, trauma, cultuur en gender, aangevuld met referenties voor de wetenschappelijke verantwoording.

In recent decades, the Netherlands and Flanders have faced challenges in how to deal with a multicultural society. As far as worldviews are concerned, the question arises whether the state should guarantee a maximum level of choice concerning religion and humanism to individuals or leave a free space to the religious and humanist communities. This study explores in how far committed Catholic, Protestant, Muslim and humanist youth agree with different models of the relationship between worldviews and the state against the backdrop of their religious and humanist beliefs, as well as social determinants. It does so by drawing on quantitative and qualitative empirical research. The analyses show that, overall, most religious and humanist youth prefer the state to guarantee a maximum level of choice to individuals, but also want the state to respect a substantial free space for communities. Above all, they want the state to treat worldviews equally before the law. Their religious and humanist beliefs are the most significant determinants.
