Het geeft handvatten om te reageren op seksueel (grensoverschrijdend) gedrag in situaties die wegens het kind of de context complex zijn. Het is een verdere verdieping en aanvulling van het handboek ‘Vlaggensysteem. Reageren op seksueel (grensoverschrijdend) gedrag van kinderen en jongeren’ (Frans & Franck, Garant, 2010 en 2014). ‘Verdieping’ verwijst vooral naar de meer kwetsbaar geachte kinderen en jongeren, met name jongeren met een beperking of jongeren die seksueel trauma hebben meegemaakt, naar de ontwikkelingsaspecten ‘gender’ (sekse, seksuele oriëntatie en seksuele identiteit) en ‘cultuur’ en de mate waarin ze een invloed hebben op de seksuele ontwikkeling of op de verwachtingen en attitudes van professionals. Daarnaast zijn aanvullingen bij het basisboek ‘Vlaggensysteem’ opgenomen. Het pedagogisch luik is verder uitgewerkt en is een belangrijk onderdeel. Er zijn aanknopingspunten voor aangepaste relationele en seksuele vorming en begeleiding met de focus op het ontwikkelen van weerbaarheid. Per ontwikkelingsaspect en leeftijdcategorie zijn nieuwe situaties uitgewerkt, voorzien van een tekening en een uitleg op steekkaarten. Er is aandacht voor het beleidaspect bij het gebruik van het Sensoa Vlaggensysteem. Ook naar wetenschappelijke onderbouwing is een verscherping gemaakt: de interventie wordt meer gelinkt naar literatuur over ontwikkeling, over seksueel grensoverschrijdend gedrag en misbruik. Ten slotte is ook de Normatieve Lijst aangevuld met specifieke voorbeelden vanuit de aspecten beperking, trauma, cultuur en gender, aangevuld met referenties voor de wetenschappelijke verantwoording.
