Human trafficking and smuggling of migrants: Four of the 12 illicit flows reviewed in this report involve human beings. The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.

This book explores the origins, history and organisation of the international system of narcotic drug control with a specific focus on heroin, cannabis and cocaine. It argues that the century-long quest to eliminate the production, trade in and use of narcotic drugs has been a profound failure. The statistics produced by the international and domestic narcotic drug control agencies point to a sustained expansion of the drug trade, despite the imposition of harsh criminal sanctions against those engaged, as producers, traffickers or consumers, in the narcotic drugs market. The roots of this major international policy failure are traced back to the outdated ideology of prohibition, which is shown to be counterproductive, utopian and a fundamentally inadequate basis for narcotic drug policy in the twenty-first century. Prohibition, championed by many US policy makers, has left the international community poorly positioned to confront those changes to the drug trade and drug markets that have resulted from globalisation. Moreover, prohibition based approaches are causing more harm than good, as is demonstrated through reference to issues such as HIV/AIDS, the environment, conflict, development and social justice. As the drug control system approaches its centenary, there are signs that the global consensus on narcotic drug prohibition is fracturing. Some European and South American states are pushing for a new approach based on regulation, decriminalisation and harm reduction. But those seeking to revise prohibition strategies faces entrenched resistance, primarily by the U.S. This important text argues that successive American governments have pursued a contradictory approach; acting decisively against the narcotic drug trade at home and abroad, while at the same time working with drug traffickers and producer states when it is in America's strategic interest. As a result, US policy approaches emerge as a decisive factor in accounting for the failure of prohibition.

The need for suppressing the illicit traffic in drugs can hardly be over-emphasized. Yet, the licit uses of drugs, especially for medical and scientific needs, cannot be suppressed. Apparently, it is a ques tion of determining the vvorld requirements of drugs for such legiti mate uses, and of producing and manufacturing them accordingly. Owing to their multifarious medical uses in various parts of the world, it proves to be almost impossible to determine exactly the amount of drugs required for legitimate purposes. There is also the complicating factor that drugs are used for sociological and religious reasons, which have a long history. Not only arc the licit uses and legitimate amounts of drugs difficult to determine but also such difficulties give rise to illicit traffic in them. Yet, it is believed that a concerted international policy, coupled with national co-operation, on various facets of the related problems-namely, limitation of production and/or manufacture of drugs, restriction on cultivation of plants that may contribute to addiction-producing substances, training and rehabilitation of drug addicts, and efficient national administration-would help eradicate drug-abuse. In search of an appropriate remedy, this book has been devoted to a practical study of the problem and to exploring, in this area of international law, the relationship between the political and econ omic interests and the international economic order.

Drug Abuse in the Modern World: A Perspective for the Eighties is a compilation of research papers presented at an international symposium, held at the College of Physicians and Surgeons of Columbia University. The focus of the conference is the assessment of the effects of addictive drugs on an individual, both in mind and body, and the repercussions of its widespread use on society, specifically during the decade of the 80's. Part 4 discusses the state of drug abuse in different cultures and societies; the drug trade; and various interventions being implemented by local governments and international organizations to curb the spread of this epidemic. Part 5 is devoted to the status of drug abuse in the 80's, efforts made, and plans to fight it.
