Written by a team of internationally respected experts, this book explores the conditions under which social policy, defined as the public pursuit of secure welfare, operates in the poorer regions of the world. Social policy in advanced capitalist countries operates through state intervention to compensate for the inadequate welfare outcomes of the labour market. Such welfare regimes cannot easily be reproduced in poorer regions of the world where states suffer problems of governance and labour markets are imperfect and partial. Other welfare regimes therefore prevail involving non-state actors such as landlords, moneylenders and patrons. This book seeks to develop a conceptual framework for understanding different types of welfare regime in a range of countries in Asia, Latin America and Africa and makes an important contribution to the literature by breaking away from the traditional focus on Europe and North America.

The driving force of Minangkabau history arises from the struggle to build a balanced social order on a convergence of seemingly contradictory social and cultural aspects. From the time when Islam was conceived as a pillar of the Minangkabau world, the history of Minangkabau has been dominated by an effort to attain an acceptable equilibrium between the doctrine of a universal religion and the wisdom and ideals of the pre-existing pillar, the indigenous element or adat. The idea that Islam is an inseparable part of Minangkabau has generated constant internal struggle. A traditional notion that ideas which came from the outside world (the rantau) might endanger the foundation of Minangkabau or stimulate disturbing potentialities already inherent in it resulted in ambivalence toward Western-oriented modernization. The purpose of this study is to trace the development of the Kaum Muda movement and to inquire into its intellectual and social impact on Minangkabau. The principal actors were actually from the second generation of Islamic modernists, the students of the Kaum Muda ulama. We will examine the way they confronted their social and political environment; the path they followed in carrying out their various programs; their encounter with the Dutch government; and their relationship with the adat authorities. We will seek to determine the impact of the activities and intellectual development of these young Islamic modernists upon their own group and upon their relationship with their former mentors, the Kaum Muda ulama. For this reason, the study concentrates on the period beginning in early 1927 and ending with the third quarter of 1933. - Taufik Abdullah

This book asks whether environmental law and policy in developed countries can be successfully transferred to developing countries. It questions whether developing countries are indeed ready and able to implement new ideas from the developed world, such as the integration of environmental law, and use of market-oriented instruments. The authors draw insights from the case of Indonesia, where they have experience of drafting environmental legislation, and which is itself in the early stages of development. Through these insights they seek to understand why environmental law that has been well developed in theory, can in practice be difficult to monitor and adequately enforce. Indeed, a further question central to the book is why developing environmental law does not necessarily result in an efficient environmental policy. Taking a comparative perspective, and using a multi-faceted methodology that draws on constitutional and administrative law, human rights law, criminal and liability law and international law, as well as law and economics, the authors conclude with an outline of some of the lessons that can be learnt by other jurisdictions seeking to develop environmental law. The Bugis Chronicle of Bone is a masterwork in the historiographical tradition of South Sulawesi in Indonesia. Written in the late seventeenth century for a very specific political purpose, it describes the steady growth of the kingdom of Bone from the fourteenth century onwards. The local conquests of the fifteenth century, closely linked to agricultural expansion, give way to the long conflict with the Makasar state of Gowa in the sixteenth century. Forced Islamisation in 1611 is dealt with in detail, leading finally to first contact with the Dutch East India Company in 1667. This edition presents a diplomatic version of the best Bugis text, together with the first full English translation and an extensive introduction covering the philological approach to the edition, as well as the historical and cultural significance of the work. A structure based on the reigns of successive rulers allows for stories about the circumstances of each ruler and, particularly, the often dramatic processes and politics of succession. The chronicle is a rich source for historians and anthropologists seeking to understand societies beyond Europe. It provides a window on to this Austronesian-speaking society before the impact of significant external influences. This is history from within, covering more than three centuries.
