The New Deal was not the same deal for men and women—a finding strikingly demonstrated in Dividing Citizens. Rich with implications for current debates over citizenship and welfare policy, this book provides a detailed historical account of how governing institutions and public policies shape social status and civic life. In her examination of the impact of New Deal social and labor policies on the organization and character of American citizenship, Suzanne Mettler offers an incisive analysis of the formation and implementation of the pillars of the modern welfare state: the Social Security Act, including Old Age and Survivors' Insurance, Old Age Assistance, Unemployment Insurance, and Aid to Dependent Children (later known simply as "welfare"), as well as the Fair Labor Standards Act, which guaranteed the minimum wage. Mettler draws on the methods of historical-institutionalists to develop a "structured governance" approach to her analysis of the New Deal. She shows how the new welfare state institutionalized gender politically, most clearly by incorporating men, particularly white men, into nationally administered policies and consigning women to more variable state-run programs. Differential incorporation of citizens, in turn, prompted different types of participation in politics. These gender-specific consequences were the outcome of a complex interplay of institutional dynamics, political imperatives, and the unintended consequences of policy implementation actions. By tracing the subtle and complicated political dynamics that emerged with New Deal policies, Mettler sounds a cautionary note as we once again negotiate the bounds of American federalism and public policy.

The conventional model for explaining the uniqueness of American democracy is its division between executive, legislative, and judicial functions. It was the great contribution of Frank J. Goodnow to codify a less obvious, but no less profound element: the distinction between politics and policies, principles and operations. He showed how the United States went beyond a nation based on government by gentlemen and then one based on the spoils system brought about by the Jacksonian revolt against the Eastern Establishment, into a government that separated political officials from civil administrators. Goodnow contends that the civil service reformers persuasively argued that the separation of administration from politics, far from destroying the democratic links with the people, actually served to enhance democracy. While John Rohr, in his outstanding new introduction carefully notes loopholes in the theoretical scaffold of Goodnow's argument, he is also careful to express his appreciation of the pragmatic ground for this new sense of government as needing a partnership of the elected and the appointed. Goodnow was profoundly influenced by European currents, especially the Hegelian. As a result, the work aims at a political philosophy meant to move considerably beyond the purely pragmatic needs of government. For it was the relationships, the need for national unity in a country that was devised to account for and accommodate pluralism and diversity, that attracted Goodnow's legal background and normative impulses alike. That issues of legitimacy and power distribution were never entirely resolved by Goodnow does not alter the fact that this is perhaps the most important work, along with that of James Bryce, to emerge from this formative period to connect processes of governance with systems of democracy. Frank J. Goodnow, until his death, served as professor of administrative law at Columbia University. He is considered the founder of the field of public administration by leading political scientists such as Samuel C. Patterson and others. John A. Rohr is professor of public administration at Virginia Polytechnic Institute and State University in Blacksburg, Virginia. He is the author of seven books and over one hundred articles and reviews. These include, Ethics for Bureaucrats: An Essay on Law and Values, and To Run a Constitution.

In this "postmodern, end-of-the-century" moment, the question of what role public administration can legitimately play in a democratic society has deepened and taken on increased urgency. At the same time the movement toward global marketization has gained enormous momentum, traditional prejudices and racial and ethnic violence have appeared with a renewed virulence, presenting unprecedented challenges to democratic governments. Legitimacy in Public Administration reveals how the issue of administrative legitimacy is directly implicated, indeed central, to this broader issue. It argues that legitimacy hinges at the generic level on the question of alterityùhow to regard and relate to "different others." This book reviews the history of the legitimacy issue in the literature of American public administration with the purpose of demonstrating that this discourse has been distorted by an underlying and undisclosed commitment to an elitist "Man of Reason" model of the public administratorÆs role. Current attempts to reformulate administration to meet the challenge of new conditions will fail, the author argues, because they have not escaped the grip of this implicit distortion. Legitimacy in Public Administration includes a challenging concluding chapter that uses insights from gender theory and demonstrates the connection between the legitimacy question and the critical problem of alterity. Combining insights from traditional thought and practice and from contemporary political analysis, Madison's Managers presents a constitutional theory of public administration in the United States. Anthony Michael Bertelli and Laurence E. Lynn Jr. contend that managerial responsibility in American government depends on official respect for the separation of powers and a commitment to judgment, balance, rationality, and accountability in managerial practice. The authors argue that public management—administration by unelected officials of public agencies and activities based on authority delegated to them by policymakers—derives from the principles of American constitutionalism, articulated most clearly by James Madison. Public management is, they argue, a constitutional institution necessary to successful governance under the separation of powers. To support their argument, Bertelli and Lynn combine two intellectual traditions often regarded as antagonistic: modern political economy, which regards public administration as controlled through bargaining among the separate powers and organized interests, and traditional public administration, which emphasizes the responsible implementation of policies established by legislatures and elected executives while respecting the procedural and substantive rights enforced by the courts. These literatures are mutually reinforcing, the authors argue, because both feature the role of constitutional principles in public management. Madison's Managers challenges public management scholars and professionals to recognize that the legitimacy and future of public administration depend on its constitutional foundations and their specific implications for managerial practice.
