Alvin Finkel demonstrates conclusively that Canadian big business was overwhelmingly in favour of more state intervention during the Thirties in the economic and social sphere. Private enterprise in Canada has always depended on government aid--capital grants, high tariffs, the repression of organized labour--and in the 1930s, the corporations' need for help was more acute than ever before. They realized that the capitalist system could not survive without legislated structural reforms that would provide safeguards for private investment and profit under the guise of social welfare. Social Policy and Practice in Canada: A History traces the history of social policy in Canada from the period of First Nations’ control to the present day, exploring the various ways in which residents of the area known today as Canada have organized themselves to deal with (or to ignore) the needs of the ill, the poor, the elderly, and the young. This book is the first synthesis on social policy in Canada to provide a critical perspective on the evolution of social policy in the country. While earlier work has treated each new social program as a major advance, and reacted with shock to neoliberalism’s attack on social programs, Alvin Finkel demonstrates that right-wing and left-wing forces have always battled to shape social policy in Canada. He argues that the notion of a welfare state consensus in the period after 1945 is misleading, and that the social programs developed before the neoliberal counteroffensive were far less radical than they are sometimes depicted. Social Policy and Practice in Canada: A History begins by exploring the non-state mechanisms employed by First Nations to insure the well-being of their members. It then deals with the role of the Church in New France and of voluntary organizations in British North America in helping the unfortunate. After examining why voluntary organizations gradually gave way to state-controlled programs, the book assesses the evolution of social policy in Canada in a variety of areas, including health care, treatment of the elderly, child care, housing, and poverty.

High unemployment rates, humiliating relief policy, and the spectre of eviction characterized the experiences of many Ontario families in the Great Depression. Respectable Citizens is an examination of the material difficulties and survival strategies of families facing poverty and unemployment, and an analysis of how collective action and protest redefined the meanings of welfare and citizenship in the 1930s. Lara Campbell draws on diverse sources including newspapers, family and juvenile court records, premiers' papers, memoirs, and oral histories to uncover the ways in which the material workings of the family and the discursive category of 'respectable' citizenship were invested with gendered obligations and Anglo-British identity. Respectable Citizens demonstrates how women and men represented themselves as entitled to make specific claims on the state, shedding new light on the cooperative and conflicting relationships between men and women, parents and children, and citizen and state in 1930s Canada.

Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.
